研究新形势重在趋利避害，要深刻认识和把握好我国实施的“一带一路”战略、全球新科技革命和产业变革机遇；研究新经济重在转型升级，着力解决产业层次低、技术创新弱、发展不平衡、就业压力大和资源环境刚性约束的突出矛盾；研究新动能重在创新驱动，把对标与赶超世界一流企业和科研机构作为今后研发投入、科研攻关、国际合作、技术引进、重组并购的目标和方向；研究新体制重在深化改革，中国要走在世界新科技革命和产业变革的前列，深化教育、科技、人才管理体制改革势在必行；研究新政策重在保障民生，特别是关系民生和稳定政策一定要落实到位。
英文摘要
The focus of studying the new situation is to pursuit benefits and to avoid disadvantages, by deeply understanding and following the strategy of "Belt and Road" initiative implemented by China and the opportunity of global science and technology revolution and industry transformation. To study the new economy should focus on the transformation and upgrading, and strive to solve the contradictions between low level of industry, weak technology innovation, unbalanced development, employment pressure and rigid constraints of resources and environment. New drive force research focuses on innovation driven, set catching up with world-class enterprises and research institutions as the direction and goal of future R & D investment, scientific research, international cooperation, technology introduction, and reorganization of mergers and acquisitions. New mechanism study emphasizes the deepening reform. Since China is at the forefront of global science and technology revolution and industry transformation, it is high time to deepen the reform of education, science and technology, and talent management system. New policy study lies to secure people's livelihood, the policy related to people's life and social stability must be especially implemented in place.

宋大伟,国务院研究室原综合研究司司长,经济学硕士、高级经济师。中科院科技战略咨询院特聘研究员。曾任辽宁省阜新矿山机械厂副厂长,阜新市团市委副书记、市青联副主席,阜新市第二轻工业局副局长,阜新市计经委副主任兼生产调度局局长,阜新市工业生产委员会主任;辽宁省经贸委副秘书长兼企业处长,辽宁省产业结构调整办公室副主任,辽宁省经贸委副主任,辽宁省政府办公厅副主任,辽宁省政府副秘书长兼研究室(体改办)主任;国务院研究室社会发展研究司司长、综合研究司司长;中国远洋运输集团董事、党组成员、纪检组组长,中国远洋股份有限公司监事会主席。长期从事政策研究和决策咨询工作,在国务院研究室工作10年中,多次参与《政府工作报告》和中央经济工作会议文件起草,参与国务院领导同志经济社会、国内考察、出国访问相关讲话起草,参与中国农民工、东北振兴、西部开发、中部崛起、粤港澳合作等多项重大课题研究以及新疆、广西、重庆、贵州等多个区域发展调研和文件制定。牵头组织调研起草的《中国农民工调研报告》获得2006年度孙冶方经济科学奖。E-mail:sdw1955@126.com
Song Dawei Master degree in economy,senior economist.Formerly,he held the posts of deputy director of Fuxin Mining Machinery Plant, Liaoning Province;deputy director of the Second Bureau of Light Industry,Fuxin,Liaoning Province;deputy secretary general and director of Industrial Division,Economic and Trade Commission,Liaoning Province;deputy director of Administrative Office,deputy secretary general,and director of Research Division of Liaoning Municipal Government;director of Social Development Research Division,Research Office,State Council,director of Comprehensive Research Division,Research Office,State Council;board member of China Ocean Shipping (Group) Company (COSCO),supervisory board chairman of China COSCO Holdings Company Limited.He has long been working on policy research and decision-making consulting.During the 10 years of service in Research Office of the State Council,he participated in drafting the government work report and the documents of Central Economic Working Conference for many times.He also participated the research of many other major programs,district surveys,and document creations.As the leader,he organized the draft of Survey of Chinese Peasant Workers,and this survey achieved Sun Yefang Award.E-mail:sdw1955@126.com
