        现代思想库已经成为推动国际治理结构、国家战略设计、经济发展规划、社会稳定安 全、文化事业发展等的基本智力支撑， 被称作是立法、行政、司法、媒体之外的第五种权力。 文 章从建设现代思想库的意义和重要性出发， 突出现代思想库建设必须注重学科充分交叉、具 有适应网络社会条件下的先进工具平台 、独立创制的理论和方法体系， 同时提出现代思想库 应当具有的三大层次功能——寻求“自然关系”、寻求“逻辑关系”、寻求“函数关系”， 以及要求 满足政策供给的智能成果（理论成果、战略成果、应用成果、应急成果）， 从而达到“预测、预报、 预警”的终极需求，真正成为出思想的国家工厂。

        The modern think tank has already been the fifth power in the international and national good-governing. It works together with the global issue solving, the international structure designing, the geopolitics patterning, the national strategy making, law maker counseling, economic development planning, social security concerning, etc. So called the fifth power is after the legislative, the administration, the judicial authority, and the media. In the network world and the information society, based on the great significance and value of the think tank, the paper redefines the modern think tank that should have three main features. Firstly, the modern think tank should be developed based on the cooperative and multidisciplinary by introducing the natural-human-engineering knowledge and tools. Secondly, the three levels of capacity building in the modern think tank are seeking the natural relations, the logic relations, and the functional relations. Finally, the modern think tank should be able to offer the theoretical, strategical, applicable, and emergent outcomes to fulfill the demand of policy makers, therefore to achieve the final goals of monitoring, forecast, and warning, as the reliable national think tank.
