文章围绕建设科技强国的宏伟目标，分析了科学发展、科技革命、工业文明与科技强国之间的内在联系，并探讨基础研究和科学文化对大众创新的影响。同时，基于文献计量学数据对中国的基础研究发展整体阶段进行宏观判断，然后结合当前科技形势和存在的问题提出繁荣基础研究的若干建议。
英文摘要
This paper discusses the role of basic research in building a scientific and technological power. Inner links between science development, technology revolution, civilization and powers, and the influence of science and civilization on mass innovation are elaborated. Overall behavior and contributions of the Chinese scientists in recent decades are evaluated by measuring the research output based on bibliometric analysis. The conclusion is that China has achieved remarkable progress in science, and is marching on the way towards the new power. Finally, policy measures are suggested to compensate for a few of weaknesses that might be impediments to science blooming.

张先恩,中科院生物物理所研究员。1993年在中科院武汉病毒所任研究员,研究方向为生命科学与分析化学的交叉前沿;2002年调任科技部基础研究司司长,从事国家基础研究宏观管理;2013年回归科研一线,在中科院生物物理所大分子国家重点实验室任研究员,从事生物传感和纳米生物学研究,兼任APEC首席科学顾问会议中国代表(2013,2015,2016)和国家重点基础研究计划专家顾问组副组长。1995年获得加拿大Alberta大学荣誉科学博士学位。E-mail:zhangxe@ibp.ac.cn
Zhang Xianen Has been actively involved in interdisciplinary area of science,and is specialized in biosensors,analytical microbiology and nanobiology.He became a full professor in 1993 at Wuhan Institute of Virology,Chinese Academy of Sciences (CAS).From 2002 to 2013,he served as Director General of the Basic Research Department,Ministry of Science&Technology (MOST),where he was engaged in the macro management of science development in China.In May 2013,Dr.Zhang completed his duty in MOST and jointed the Institute of Biophysics (BIP) as a PI professor and later a distinguished professor in CAS Center for Excellence in Biomacromolecules,BIP.Dr.Zhang has been successively acted as the vice president of the Chinese Society of Biophysics and the Chinese Society of Microbiology,as well as a member of the Advisory Board of the London Center for Nanotechnology,and now the Co-Chair of the Division of Nanobiotechnology,Biosensors,and Biochips,Asian Federation of Biotechnology (AFOB).In addition,he has been served as the representative of the APEC Meeting of Chief Science Advisors or Equivalents since 2013(except for 2014).In 2015,he was awarded an Honorary Doctor of Science Degree by the University of Alberta,Canada.E-mail:zhangxe@ibp.ac.cn
