        中美地缘政治与技术竞争(地缘技术竞争)是21世纪大国竞争的主要舞台,它以意想不到的方式冲击了全球供应链与经济发展版图。虽然学界对此议题有广泛讨论,但对中美一流智库行动的系统性研究是缺位的。因此,文章选取美国信息技术与创新基金会(ITIF)、美国布鲁金斯学会(Brookings Institution)和中国社会科学院(CASS)为研究对象,收集、梳理并分析其2000—2024年的公开在线评论,尝试探索双方一流智库的决策偏好。文章发现,虽然双方智库在“供应链”和“指控”关键词上存在竞争,但在“接触”和“平等与治理”关键词上展现出共同关切,且中美地缘技术竞争将长期化存在。文章的学术贡献为:(1)构建2000年以来中美一流智库的观点集合;(2)分析中美智库决策偏好并对双方行动做出趋势预判。希望文章为地缘技术竞争发展趋势与应对策略提供信息支持。
英文摘要
        The geo-political and technological competition (geo-technological competition) between China and the United States is the main arena of great power competition in the 21st century, which has impacted the global technology, supply chain, and economic development landscape in unexpected ways. Although this issue has been widely discussed in the academic community, there is a lack of a systematic study of the actions of first-class think tanks in China and the United States. Therefore, this study selects the Information Technology and Innovation Foundation (ITIF), the Brookings Institution, and the Chinese Academy of Social Sciences (CASS) as the research objects, collects, sorts out, and analyzes their online public comments from 2002 to 2024, and attempts to explore the decision-making preferences of first-class think tanks on both sides. This study finds that although think tanks on both sides are competitive in the keywords of "supply chain" and "accusation", they show common concerns in the keywords of engagement and "equality and governance", and the geo-technological competition between China and the United States will exist in the long term. The academic contributions of this study are:(1) constructing a collection of views of first-class think tanks in China and the United States since 2002; and (2) analyzing the decision-making preferences of Chinese and American think tanks and making trend predictions for the actions of both sides. It is expected that the content of this study will provide information service regarding the development trend and coping strategies of geo-technological competition.
