        中缅印度洋新通道建设,对于构建以国内大循环为主体、国内国际双循环相互促进的新发展格局、适应全球产业链供应链重构和破解“马六甲困局”意义深远。中国科学院科技战略咨询研究院课题组基于智库双螺旋法的逻辑认知并站在战略、全局、时代和历史的高度,系统性研究、创造性提出“双Y字形”中缅印度洋新通道战略布局新构想:近期赋能现有交通设施发展海公铁跨境多式联运模式,中远期通过投资建设发展海铁联运模式,打造中国西南直达印度洋乃至大西洋的战略通道。目前,中缅印度洋新通道建设正朝着常态化、规模化、专业化、效益化方向积极推进。
英文摘要
        The construction of China-Myanmar-Indian Ocean New Channel is of far-reaching significance for adapting to the reconstruction of the global industrial chain and supply chain, building a new development pattern of domestic and international double circulation, and effectively breaking the "Malacca Dilemma". The research group of Institutes of Science and Development in Chinese Academy of Sciences systematically carried out the research on the strategy of China-Myanmar-Indian Ocean New Channel construction based on the logical vision of the double helix methodology in think tanks, and creatively proposed the strategic layout of the "double Y" China-Myanmar-Indian Ocean New Channel. The research group further proposed that under this "double Y" layout, the construction of China-Myanmar-Indian Ocean New Channel will be promoted mainly through the cross-border multimodal transportation mode of ocean shipping, highway and railway in the near future and the mode of ocean shipping and railway in the medium and long term. At present, the construction of the China-Myanmar-Indian Ocean New Channel has been actively advancing in the direction of normalization, scaling, specialization and efficiency.

宋大伟 高级经济师,中国科学院科技战略咨询研究院特聘研究员,国务院研究室与中国科学院共建的中国创新战略和政策研究中心共同主任。曾任辽宁省阜新市工业生产委主任、辽宁省经贸委副主任、辽宁省政府副秘书长兼研究室(体改办)主任;国务院研究室社会发展研究司司长、综合研究司司长;中国远洋运输集团董事、党组成员、纪检组组长,中国远洋股份有限公司监事会主席。长期从事工业经济、产业经济、区域经济研究和实践,从事宏观经济、社会发展和科技创新政策研究和决策咨询服务工作,参加多个重点区域发展调研和多项重大课题研究。

SONG Dawei Senior Economist, Distinguished Researcher at Institutes of Science and Development, Chinese Academy of Sciences (CAS), and Co-director of the China Innovation Strategy and Policy Research Center. He was formerly Director of the industrial production committee in Fuxin City of Liaoning Province, Deputy Director of Liaoning Provincial Economic and Trade Commission, Deputy Secretary General of Liaoning provincial government and Director of the Research Office (System Reform Office); Director of the Social Development Research Department, and Director of the Comprehensive Research Department of the Research Office of the State Council; Board Member, CPC Leadership Group Member, and Head of Discipline Inspection Group of China Ocean Shipping (Group) Company (COSCO); and in addition, Supervisory Board Chairman of China COSCO Holdings Company Limited. He has long been engaged in industrial and regional economy research and practice, macroeconomics and social development policy research, and decisionmaking consulting services. He has also worked in many key regional development research projects and a good number of major studies.
