        当代无人机特点是数量众多、应用范围广、活跃频次高和用户众多。对于安全运行,高标准的无人机软硬件系统可靠性和鲁棒性至关重要。无人机运行高度依赖于新技术和外部高技术基础设施。其中,低空公共航路网(又称低空“天路”)是一种保障低空无人机安全和高效运行的关键新型基础设施。深入研究与推进低空“天路”为核心的无人机应用基础设施建设对于发展城市空中交通网、助力智慧交通发展非常有意义。文章在梳理无人机应用关键基础设施的基础上,进行了基于低空“天路”的新型基础设施建设的未来展望。
英文摘要
        Contemporary unmanned aerial vehicles (UAVs) are characterized by huge numbers, wide applications, frequent activities, and massive end-users. High standards of reliability and robustness of the software and hardware systems on board UAVs become imminent for safe operations. UAVs' operations are largely dependent on new technologies and external high-technology infrastructures. Among them, the low-altitude public air-route network is a key new type of infrastructure to ensure the safe and efficient operation of UAVs. A further research and promotion of the low-altitude "sky road" infrastructures as the core is conducive to the development of the urban air traffic network and the promotion of intelligent transportation. On the basis of combing the key infrastructure of UAV application, this study prospects the future of new infrastructure construction based on low altitude public routes.

廖小罕 中国科学院无人机应用与管控研究中心和民航低空地理信息与航路重点实验室主任,中国 科学院地理科学与资源研究所研究员。曾任科学技术部高新技术及产业化司副司长、基础研究司副 司长、国家遥感中心主任。近 5 年主要研究领域:无人机低空航路规划构建、低空空域资源开发利 用、无人机区域组网观测、无人机遥感应用和无人机遥感大数据等。主持国家自然科学基金委员 会、科学技术部、中国科学院等单位的 30 余项国家重大项目。在电气与电子工程师协会(IEEE) 担任1939.1工作组主席,在由两大国际标准化组织和国际电工委员会联合领导的信息技术领域顶级 的国际标准化机构(ISO/IEC JTC1)担任第 19 咨询组专家,参与无人机国际标准制定工作,主持编 写1 项无人机低空航路国际标准。

LIAO Xiaohan Director of the Research Center for UAV Applications and Regulation, Chinese Academy of Sciences and the Key Laboratory of Low-altitude Geographic Information and Air Routes for Civil Aviation. Professor of the Institute of Geographic Sciences and Natural Resources Research, Chinese Academy of Sciences (IGSNRR, CAS). He has served as Deputy Director of the High-tech and Industrialization Department and Deputy Director of the Basic Research Department of the Ministry of Science and Technology of the People's Republic of China, and Director of the National Remote Sensing Center of China. In the past five years, his researches focused on planning and construction of the UAV low-altitude air routes, development and utilization of low-altitude airspace resources, regional networking observation of UAVs, UAV remote sensing applications, big data of UAV remote sensing, etc. He has mainly undertaken more than 30 major projects sponsored by the CAS, Ministry of Science and Technology of the People's Republic of China, National Natural Science Foundation of China, and so on. As the Chairman of IEEE 1939.1 Working Group and Expert in ISO/IEC JTC1 Advisory Group 19, he has actively participated in works about UAVs in international standards, and presided over an international standard for UAV low-altitude air routes.

Her research focuses on UAV low-altitude air routes planning and UAV remote sensing applications. She has participated in some major projects sponsored by the CAS, National Natural Science Foundation of China, and so on, and has published more than 20 papers, patents, software copyrights and monographs. She has participated in the preparation of an international standard for UAV low-altitude air routes as the chief editor of the working group.
