        基础研究布局是典型的多利益主体、多学科领域综合性对策研究,适合以智库双螺旋法为指导。首先,总结了基础研究布局的“有组织性”和理论认识;其次,以MIPS逻辑层次法为主、DIIS过程融合法为辅,分析了基础研究“学科布局”和“任务布局”的融合机制;最后,从系统布局、学科布局、任务布局、国际布局4个方面形成未来基础研究布局的推进策略及举措建议。
英文摘要
        The layout of basic research is a typical multi-stakeholder and multi-disciplinary comprehensive policy research, which is suitable to be guided by the think tank double helix methodology. Firstly, the study summarizes the "organization" and theoretical understanding of basic research layout. Secondly, based on MIPS logical hierarchy method and DIIS process fusion method, the study analyzes the fusion mechanism of "discipline layout" and "task layout" of basic research. Finally, the study puts forward the promotion strategies and measures of the future basic research layout from four aspects:system layout, discipline layout, task layout, and international layout.

万劲波中国科学院科技战略咨询研究院研究员,中国科学院大学公共政策与管理学院教授。中国科学学与科技政策研究会理事、中国科学技术法学会理事、中国软科学研究会常务理事。主要研究方向为创新发展战略与规划、科技创新治理与政策。主持或共同主持完成国家软科学研究计划重大项目,国家"十三五""十四五"和 2021-2035中长期科技发展规划研究重大课题,国家发展和改革委员会重大问题软科学研究,国家"十三五""十四五"战略性新兴产业发展规划政策研究,以及中国科学院学部咨询重大项目研究支撑任务等重点项目 10余项。于核心期刊合作发表学术论文 50余篇,被《新华文摘》全文转载 10余篇。

WAN Jinbo Ph.D., Professor of the Institutes of Science and Development, Chinese Academy of Sciences (CASISD) and School of Public Policy and Management, University of Chinese Academy of Sciences (UCAS). He is also an Executive Member of Chinese Association of Science of Science and S&T Policy Research, China Law Association on Science and Technology, and Chinese Soft Science Society. His research focuses on innovation-driven development strategy and planning, governance and policy of science technology and innovation. As project leader or co-project leader, he has completed more than ten key projects of the Ministry of Science and Technology (MOST), National Development and Reform Commission (NDRC), and CASAD, namely, key project of the national soft science research plan, planning research on the 13th and 14th Five-Year Plan, the Medium- and Long-term Plan (2021-2035) of National Science & Technology Development, policy research on the 13th and 14th Five-Year Plan of the Strategic Emerging Industry Development, etc. He has published more than 50 academic papers in core journals and more than 10 reprinted by Xinhua Digest.

His research focuses on science and technology development strategy, discipline development strategy, science and society. He has undertaken or participated in many research tasks assigned by National Natural Science Foundation of China, Academic Divisions of the CAS, China Association for Science and Technology, as well as CASISD. He is committed to the research on theory and methods of think tanks such as the judgment of direction of scientific and technological development, the selection of disciplinary priority areas, and the identification of key scientific issues. He has published more than 30 academic papers in SCI indexed journals, EI indexed journals, Chinese core journals, etc.
