        科技创新发展指数研究是源于实践、用于实践、高于实践的典型智库研究,但已有研究存在理论性不足、视角单一等问题,不利于保证研究过程的科学性和研究结果的准确性。智库双螺旋法兼具系统性思维、全流程指导和操作性思路的典型特征,为有效解决上述问题提供了新的思路。文章基于智库双螺旋法,建立了一套从内涵解析、指标构建、指标赋权到指标测度的全流程系统性动态化研究框架,并以秦创原科技创新发展指数研究为例开展实证研究,得到了有价值的研究启示和思考发现。研究过程充分验证了智库双螺旋法对于智库研究的科学指导作用,研究结果为研判秦创原科技创新发展态势及其对陕西省高质量发展的贡献提供了重要的定量支撑和决策参考。
英文摘要
        Index research on the science and technology (S&T) innovation and development is a typical think tank research that originates from practice, is used for practice, and is higher than practice. However, existing research has several problems, such as insufficient theory and single perspective. This is not conducive to ensure the scientificity of research process and the accuracy of research results. Fortunately, the think tank double helix methodology has the typical characteristics of systematic thinking, whole-process guidance, and operational ideas, which provides new ideas for effectively solving the above problems. Thus, based on the think tank double helix methodology, this study establishes a whole-process systematic and dynamic research framework from connotation analysis, criteria construction, criteria weighting to criteria measurement. Furthermore, taking the index research on S&T innovation and development for Qinchuangyuan as an example, the empirical research is conducted, and some valuable enlightenment and thinking findings are obtained. The research process fully verifies the scientific guiding role of the think tank double helix methodology for think tank research. The research results provide important quantitative support and decision reference for judging the trend of S&T innovation and development for Qinchuangyuan and its contribution to the highquality development of Shaanxi Province.

索玮岚中国科学院科技战略咨询研究院副研究员。主要研究领域:管理决策分析、风险管理等。中国运筹学会决策科学分会理事,中国优选法统筹法与经济数学研究会风险管理分会理事及青年工作委员会委员。主持 3项国家自然科学基金项目、4项青海省软科学项目,以及多家企事业单位委托的课题。在 Reliability Engineering & System Safety、Safety Science、Information Sciences、《中国管理科学》、《科研管理》等领域主流期刊发表学术论文 50余篇,出版专著 3部;相关研究成果获省级自然科学学术成果二等奖、三等奖。

SUO Weilan Associate Professor of Institutes of Science and Development, Chinese Academy of Sciences (CAS). Her research focuses on management decision analysis, risk management, etc. In recent years, she has mainly undertaken 3 projects supported by National Natural Science Foundation of China, 4 projects supported by Soft Science Program of Qinghai Province, and several projects supported by other institutions and enterprises. She has published more than 50 papers in selected journals, including Reliability Engineering & System Safety, Safety Science, Information Sciences, Chinese Journal of Management Science, Science Research Management, etc., and 3 monographs. She has won the second and third prizes of provincial natural science awards. She also serves as the council member in Decision Science Branch of China Operations Research Society and Risk Management Branch of Chinese Society of Optimization, Overall Planning and Economical Mathematics, as well as a member of Youth Working Committee in Chinese Society of Optimization, Overall Planning and Economical Mathematics.

JI Qiang Professor of Institutes of Science and Development, Chinese Academy of Sciences (CAS). He presides the program supported by Excellent Young Scientists Fund of National Natural Science Foundation of China and is granted the Excellent Member by Youth Innovation Promotion Association of CAS. He engaged in the research of energy strategy and energy and climate finance. He is the co-founder of China Energy Finance Network, Vice President of International Society for Energy Transition Studies and Society for the Studies of Climate Finance. He served as senior editors, associate editors and guest editors for a series of energy and financial journals. He published more than 150 SCI/SSCI indexed articles in peer-reviewed journals and was selected into Clarivate's List of Highly Cited Researcher in 2021 and the World's Top 2% Scientists List published by Stanford University in 2020 and 2021.
