        智库双螺旋法的关键问题之一是从“解析—融合—还原”的过程对智库研究问题进行解析,将其分解为一系列子问题,然后结合各类知识对子问题进行融合研究,最后进行综合还原,提出解决问题的方案。解析问题是开启智库问题研究的第一步,也是关键的一步。文章在智库双螺旋法框架下,拟提供一套切实可行的解析问题的“四步法”:定义问题—描述问题—构建框架—形成子问题集。文章围绕解析问题4个阶段的任务流程、方法和主导专家展开论述,以期为智库相关的研究者和管理者提供方法支撑。
英文摘要
        How to correctly analyze and decompose the research problems considering the complexity of think tank research problems, especially the major needs of the country, is of great significance for proposing scientific and effective problem solutions. One of the key issues in the Think Tank Double Helix Methodology the need to analyze research problems from the process of "analysis-convergence-reduction". That is to decompose them into a series of sub-problems, and to combine various types of knowledge to investigate the sub-problems, and to conduct a comprehensive restitution of the research problem to propose a satisfactory solution to the original problem finally. In the process of problem-solving, problem-decomposition is the first and crucial step to start the research work. This article focuses on the analysis and research of how to decompose think tank research problems. Under the framework of the Think Tank Double Helix Methodology, four steps of the analysis problem are proposed (defining the problem, describing the problem, constructing the frame, and forming a set of sub-problems), and intends to provide a set of practical and feasible methods to analyze problems. This study is to provide methodological supports for decision makers and managers relevant to think tanks.

杨国梁中国科学院科技战略咨询研究院研究员。中国发展战略学研究会智库专业委员会秘书长, Socio-Economic Planning Sciences副主编及国内外多本学术期刊编委。长期从事科技规划与管理、智库理论与方法和决策理论与方法研究。承担多项中国科学院发展规划局委托的各类与科技规划、科技管理相关的应用研究任务,主持过 40余项来自英国皇家工程院、德意志学术交流中心、国务院研究室、教育部、科学技术部、农业农村部、国家自然科学基金委员会、国家电网等机构的委托任务与竞争性项目课题,取得了一批决策咨询成果和理论方法研究成果。发表学术论文130多篇,出版多部学术专著。

YANG Guoliang Ph.D., Professor at the Institutes of Science and Development, Chinese Academy of Sciences (CAS). Secretary-general of the Think Tank Professional Committee of the China Development Strategy Research Association, Associate Editor of Socio-Economic Planning Sciences, and editorial board member of a few academic journals. He has long been engaged in research on science and technology planning and management, think tank theory and method, and decision-making theory and method. He has undertaken a couple of applied research tasks related to science and technology planning and science and technology management entrusted by CAS, and presided over more than 40 research projects from the Royal Academy of Engineering, the German Academic Exchange Center, the State Council, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Affairs, the National Natural Science Foundation of China, the State Grid and other institutions, and achieved a number of decision-making consulting results and theoretical and methodological research results. He has published more than 130 academic papers and several academic monographs.

PAN Jiaofeng Professor, Doctorial Supervisor, President of the Institutes of Science and Development, Chinese Academy of Sciences (CASISD), Faculty at School of Public Policy and Management, University of Chinese Academy of Sciences, Co-director of China Innovation Strategy and Policy Research Center funded by Research Office of the State Council and CAS, Chairman of the Chinese Association of Development Strategy Studies, Vice President of China Law Association on Science and Technology, Vice Chairman of China Association of Scientific and Technological Achievements Management, Vice Chair of National Technical Committee on Science and Technology Evaluation of Standardization Administration of China. He is one of the specially-appointed experts of the Chinese People's Political Consultative Conference. He was awarded the honorary title of "Young and Middle-aged Experts with Outstanding Contributions". His research focuses on S&T strategic planning, innovation policy, think-tank theory and method research. He originally proposes the Basic Logical System of Think Tank Research, and Double Helix Methodology of Think Tank Research. He has presided more than 60 major decision-making advising research projects, and has achieved a batch of influential outcomes in terms of major decision-making consultations and research theory. Leading authored research reports and policy recommendations, and published academic articles have been accumulated to more than 200, as well as more than 10 coauthored or chief edited monographs.
