        科技强国是现代化强国的核心要义,科技现代化是中国式现代化的重要内容。把握新发展阶段、贯彻新发展理念、构建新发展格局,推动高质量发展,迫切需要从战略体系视角,在社会主义现代化强国建设全局中系统推进新时代科技强国建设,具体包含:(1)界定科技强国战略内涵,建立“战略环境-战略目标-战略能力-战略行动”战略体系分析框架;(2)分析科技强国建设战略环境,准确研判长远发展大势,牢牢把握科技战略机遇;(3)丰富科技强国建设战略目标,进入创新型国家行列和前列,建成世界科技强国;(4)提升科技强国建设战略能力,建设国家创新体系,强化国家战略科技力量和国家战略人才力量;(5)深入推进科技强国建设战略行动,全面实施创新驱动发展战略,实现高水平科技自立自强。
英文摘要
        Scientific and technological powerhouse is the core of a fully modernized country, and the scientific and technological modernization is an important part of modernization with Chinese characteristics. To grasp the new development stage, implement the new development concept, build the new development pattern, and promote the high-quality development, it is urgent to systematically promote the construction of scientific and technological powerhouse (STP) in the new era from the perspective of strategic system. Firstly, define the strategic connotation and establish the strategic system analysis framework of "strategic environment-strategic objectives-strategic capabilitiesstrategic actions". Secondly, analyze the strategic environment for constructing an STP, accurately study and judge the general trend of longterm development and firmly grasp the strategic opportunities of science and technology. Thirdly, enrich the strategic goal of constructing an STP, enter the ranks and forefront of innovative countries, and constructing an STP. Fourthly, enhance the strategic capacity of constructing an STP, build a national innovation system, and strengthen strategic scientific and technological force and strategic talent force. Finally, deepen the strategic action of constructing an STP, implement the innovation driven development strategy, and promote sci-tech self-reliance and selfstrengthening at higher levels.

潘教峰 中国科学院科技战略咨询研究院院长、研究员、博士生导师,中国科学院大学公共政策与管理学院岗位教授,国务院研究室-中国科学院共建的中国创新战略和政策研究中心共同主任。中国发展战略学研究会理事长,中国科学技术法学会副会长,中国科技评估与成果管理研究会副理事长,全国科技评估标准化技术委员会副主任委员。全国政协参政议政人才库特聘专家。国家"有突出贡献中青年专家"。主要从事科技战略规划、创新政策和智库理论方法研究。原创性提出智库研究基本逻辑体系和双螺旋法。主持过60余项国家级决策咨询、规划、政策和战略研究课题,取得了一批重要决策咨询成果和理论成果。主笔的研究报告、政策建议和学术文章200余篇,合著和主编专著10余部。

PAN Jiaofeng Professor,Doctorial Supervisor,President of the Institutes of Science and Development,Chinese Academy of Sciences (CASISD),Faculty at School of Public Policy and Management,University of Chinese Academy of Sciences,Co-director of China Innovation Strategy and Policy Research Center funded by Research Office of the State Council and CAS,Chairman of the Chinese Association of Development Strategy Studies,Vice President of China Law Association on Science and Technology,Vice Chairman of China Association of Scientific and Technological Achievements Management,Vice Chair of National Technical Committee on Science and Technology Evaluation of Standardization Administration of China.He is one of the specially-appointed experts of the Chinese People's Political Consultative Conference.He was awarded the honorary title of "Young and Middle-aged Experts with Outstanding Contributions".His research focuses on S&T strategic planning,innovation policy,think-tank theory and method research.He originally proposes the Basic Logical System of Think Tank Research,and Double Helix Methodology of Think Tank Research.He has presided more than 60 major decision-making advising research projects,and has achieved a batch of influential outcomes in terms of major decision-making consultations and research theory.Leading authored research reports and policy recommendations,and published academic articles have been accumulated to more than 200,as well as more than 10 coauthored or chief edited monographs.

万劲波 中国科学院科技战略咨询研究院研究员,中国科学院大学公共政策与管理学院教授。中国科学学与科技政策研究会理事、中国科学技术法学会理事、中国软科学研究会常务理事。主要研究方向为创新发展战略与规划、科技创新治理与政策。主持或共同主持完成国家软科学研究计划重大项目,国家"十三五""十四五"和2021-2035中长期科技发展规划研究重大课题,国家发展和改革委员会重大问题软科学研究,国家"十三五""十四五"战略性新兴产业发展规划政策研究,以及中国科学院学部咨询重大项目研究支撑任务等重点项目10余项。于核心期刊合作发表学术论文50余篇,被《新华文摘》全文转载10余篇。

WAN Jinbo Ph.D.,Professor of the Institutes of Science and Development,Chinese Academy of Sciences (CASISD) and School of Public Policy and Management,University of Chinese Academy of Sciences (UCAS).He is also an Executive Member of Chinese Association of Science of Science and S&T Policy Research,China Law Association on Science and Technology,and Chinese Soft Science Society.His research focuses on innovation-driven development strategy and planning,governance and policy of science technology and innovation.As project leader or co-project leader,he has completed more than ten key projects of the Ministry of Science and Technology (MOST),National Development and Reform Commission (NDRC),and CASAD,namely,key project of the national soft science research plan,planning research on the 13th and 14th Five-Year Plan,the Medium-and Long-term Plan (2021-2035) of National Science&Technology Development,policy research on the 13th and 14th Five-Year Plan of the Strategic Emerging Industry Development,etc.He has published more than 50 academic papers in core journals and more than 10 reprinted by Xinhua Digest.
