        化学是一门承上启下的中心科学,对整个科技领域的发展和经济社会的进步起到了强有力的推动作用。发达国家通过对化学科学的支持,有效提升了化学学科的研究水平,并推动了化工产业的发展。新中国成立后,我国在自然科学领域较早支持了化学研究,目前我国化学研究水平处于世界前列。然而,我国化学领域还存在重大原创性成果不足、稳定支持不足、对工业支撑不足、中心科学的地位仍有待提高等问题。为使我国化学科学更上一个台阶,更好地发挥化学在科技和经济发展中的作用,围绕“四个面向”,文章提出了我国化学研究的新架构,并从资助模式、选题机制、研究组织模式、人才队伍建设和提升国际影响力5个方面提出适应新架构的对策与建议。
英文摘要
        Chemistry, as a central science linking all the other sciences, has played an influential role in promoting the development of the whole scientific and technological field and the prosperity of economy and society. Developed countries strongly support the development of chemistry and effectively promote the level of chemical research and chemical industry. Since the founding of the People's Republic of China, chemical research has been supported among the field of natural sciences, and its current level is at the forefront of the world. However, there are still problems in the field of chemistry research in China, such as insufficient major original achievements, insufficient stable support, insufficient industrial support, and the need to improve the status of chemistry as the central science in China. In order to promote the development of chemical science in China and to enhance its role in science and technology innovation as well as economic and social development, we propose the new framework of chemical research in China. The new framework is based on the the four principles:targeting the global science frontiers, serving the main economic battlefield, striving to fulfill the significant needs of the country, and benefiting people's life and health. Under this framework, countermeasures and recommendation are also put forward from five aspects including funding mode, topic selection mechanism, organizational model, team building, and international influence.

程燕林 中国科学院科技战略咨询研究院助理研究员。主要研究领域为科技评价与科技成果转化。主持和参与多项国家发展和改革委员会、农业农村部、科学技术部、中国科学院及地方政府的咨询项目,相关研究成果为部门决策提供了有效支撑。近 20篇理论文章在国内重要媒体和学术期刊发表。

CHENG Yanlin Assistant Research Fellow of Institutes of Science and Development, Chinese Academy of Sciences (CAS). Dr. Cheng's research interest focuses on R&D evaluation and transformation of scientific and technological achievements. She has undertaken consulting projects from National Development and Reform Commission, Ministry of Agriculture and Rural Affairs, CAS, and local government, with many research results supporting the decision-making of relevant departments. At the same time, she has published nearly 20 academic papers in domestic major media and core journals.

赵宇亮 中国科学院院士,发展中国家科学院院士。国家纳米科学中心主任、研究员。主要研究领域包括分析化学、纳米毒理学与放射化学。发表学术论文 500余篇,被引超过 6万次;获授权发明专利 30余项。Nano Today主编。2次获得国家自然科学奖二等奖,并获得中国科学院杰出科技成就奖、何梁何利基金科学与技术进步奖等。

ZHAO Yuliang Academician of Chinese Academy of Sciences (CAS), Fellow of the World Academy of Sciences for the advancement of science in developing countries (TWAS). Professor Zhao is Director of National Center for Naonoscience and Technology. His main research interests include analytical chemistry, nanotoxicology, and radiochemistry. He has published more than 500 academic papers, which have been cited more than 60 000 times. He has been granted over 30 invention patents. He currently serves as the Editor-in-Chief of Nano Today. He has received the National Natural Science Award (second class), the Outstanding Scientific and Technological Achievement Award of CAS, the Ho Leung Ho Lee Foundation Science and Technology Progress Award, etc.
