世界正在进入以数字经济为主导的信息社会，为适应我国发展新阶段的需求，坚决打赢关键核心技术攻坚战，需要加快构建高水平自立自强的信息技术新体系。文章针对构建信息技术新体系的需求、基本原则、关键方法，以及与之适应的中国科学院计算技术研究所科研工作新模式给出了一些思考。
英文摘要
The world is entering a new period of information society dominated by digital economy. To adapt to the requirements of the new development stage of China, and to achieve the key technologies development, it is necessary to accelerate the construction of a new selfreliance and self-improvement IT technique system. The article gives some thoughts on the demand, principle, and key method on above issues, and the new paradigm of research at Institute of Computing Technology, Chinese Academy of Sciences.

孙凝晖 中国工程院院士,中国科学院计算技术研究所学术所长、研究员、博士生导师,计算机体系结构国家重点实验室主任,中国科学院大学计算机科学与技术学院院长。《计算机学报》主编, 《中国科学院院刊》编委,中国科学院信息科技领域发展路线图战略研究专家组组长。主要研究领域包括高性能计算、计算机体系结构。

SUN Ninghui Academician of Chinese Academy of Engineering. He is the Scientific Director of Institute of Computing Technology (ICT), Chinese Academy of Sciences (CAS). He is also the Director of State Key Laboratory of Computer Architecture. He serves as Editor-in-Chief of Chinese Journal of Computers, and Editor of Bulletin of Chinese Academy of Sciences. He is the leader of the expert group on strategic studies of information technology development roadmap in CAS. His main research interests include high performance computing and computer architecture.
