面向“十四五”太空探索事业新征程,需要深刻洞察复杂多变的国际航天发展新态势,充分认识我国航天发展面临的新挑战与不足之处。纵观世界航天历程,载人航天、深空探测等重大成果的产出离不开科学的稳步积累和技术的颠覆性创新。文章从重大任务导向、原始创新研究、未来航天布局3个方面思考了中国科学院作为我国科技发展的中坚力量应在航天科技创新中积极发挥的作用,并面向我国航天事业长远发展提出了4点建议,助力我国“航天强国”梦的实现。

Facing the new journey of space exploration during the 14th Five-Year Plan period, not only we need to have a deep insight into the complex and changing international aerospace development trends, but also we need to fully understand the new challenges and shortcomings of China's aerospace development. Throughout the world's aerospace history, the output of major achievements, such as manned spaceflight and deep space exploration, is inseparable from the steady accumulation of science and disruptive innovation of technology. As Chinese Academy of Sciences (CAS) is the backbone of China's scientific and technological development, this paper shows that CAS should play an active role in aerospace science and technology innovation from three aspects:major project orientation, original innovation, and layout of future aerospace. Meanwhile, four suggestions are put forward for the further development of aerospace, to promote the realization of "Aerospace Power" dream.

胡海鹰 中国科学院微小卫星创新研究院副院长(主持工作)、研究员。主要从事航天顶层设计、空间碎片探测体系、卫星系统设计等方面的工作。主持创新三号 B星、创新三号 C星、创新三号 D星、试验六号卫星系统等国家级科研项目若干项。发表论文 30余篇,授权专利 60余项,曾获中国科学院杰出科技成就奖、第八届上海青年科技英才等荣誉称号。

HU Haiying Professor, Doctoral Supervisor, Executive Deputy Director of Innovation Academy for Microsatellites, Chinese Academy of Sciences (CAS). He mainly engages in aerospace top-level design, space debris detection system, and satellite system design. He has hosted over several national scientific research projects such as Chuangxin-3B satellite, Chuangxin-3C satellite, Chuangxin-3D satellite, and Shiyan-6 satellite. He has published more than 30 papers and has been authorized more than 60 patents. He has won the first prize of the Outstanding Achievement Award of CAS, and the honorary title of the 8th Shanghai Young Talent in Science and Technology.
