心理学在国家安全、经济建设和社会生活中都发挥着重要作用。心理学研究瞄准提升国民心理健康水平、促进社会和谐稳定发展的巨大需求，在阐释心理健康问题成因、研发有效干预技术手段方面已经并仍将作出不可替代的贡献。为深入贯彻落实习近平总书记对中国科学院提出的“四个率先”和“两加快一努力”目标要求，建议尽快建设心理健康全国重点实验室，引领我国心理健康基础研究与应用；优化科研布局，推动开展真正解决国家战略和人民实际需求的科学研究；加强心理学人才队伍建设，构建科学分类评价机制；以改革项目组织形式为抓手，推进新形势下科技合作；加强心理学国家高水平科技智库建设，为党和国家决策提供高质量的咨询意见和建议。
英文摘要
Psychology plays an important role in national security, economic construction and social life. Psychological research aims at the huge demand for improving the level of national mental health and promoting the harmonious and stable development of society. It has made and will make irreplaceable contributions in elaborating the causes of mental health problems and developing effective intervention techniques. In order to better meet the requirements of "Four Pioneer Initiatives" and achieve "Two Accelerates and One Effort", it is recommended to build a State Key Laboratory of Mental Health as soon as possible to lead basic research and application of mental health in China; optimize the layout of scientific research, and promote real solutions for the development of national strategy and the actual needs of the people; strengthen the construction of the psychological talent team, build a scientific classification and evaluation mechanism; use the reform project organization form as a starting point to promote scientific and technological cooperation under the new situation; strengthen the construction of high-level national science and technology think tanks for psychology, and provide high-quality consultation opinions and suggestions for the authorities to make decisions.

傅小兰 中国科学院心理研究所所长、研究员、博士生导师,中国科学院大学心理学系主任、岗位教授。脑与认知科学国家重点实验室原副主任,中国心理学会原秘书长、原理事长。从事认知心理学及相关应用领域的研究。承担和参与科技项目 30余项,发表国内外期刊论文 380余篇,主持或参与制定国家标准 11项,获专利授权 13项,主编《心·坐标:当代心理学大家》《情绪心理学》《说谎心理学》及"电子社会与当代心理学名著译丛"等著作。
