青藏高原是地球第三极、是亚洲水塔、是我国重要的生态安全屏障。2017年启动的第二次青藏高原综合科学考察研究(简称“第二次青藏科考”)国家专项,定位于环境变化与影响及其对策,围绕青藏高原地球系统变化及其影响这一关键科学问题,聚焦西风—季风协同作用、亚洲水塔变化与影响、生态系统与生物多样性变化、人类活动对环境影响与适应、灾害风险与应对等问题,重点考察研究过去50年来环境变化的过程与机制及其对人类社会的影响。目前,第二次青藏科考在亚洲水塔失衡、青藏高原固碳功能与变化、青藏高原生态系统和生物多样性变化、川藏铁路沿线灾害应对和生物多样性保护、青藏高原矿产资源远景评估、青藏高原人类适应历史与绿色发展建议等方面取得重大进展,为青藏高原生态文明高地建设和区域可持续发展作出了贡献。
英文摘要
The Tibetan Plateau is known as the Third Pole, the Asian Water Tower, and China's important ecological security buffer. The Second Tibetan Plateau Scientific Expedition and Research (STEP) program, launched in 2017, is oriented at environmental changes and impacts as well as adaptation. Focusing on the key scientific question of Earth system changes and their impacts on the Tibetan Plateau and dealing with the key issues including westerly-monsoon interactions, Asian Water Tower changes and impacts, changes in ecosystems and biodiversity, effects and adaptation of human activities on the environment, disaster risk adaptation and mitigation, the STEP is studying the process and mechanism of environmental changes in the past 50 years and their impact on human society. At present, the STEP has made significant progress on the imbalance of Asian Water Tower, the function and changes of carbon sequestration, the changes in ecosystem and biodiversity, disaster management and biodiversity protection along the Sichuan-Tibet Railway, the assessment of mineral and clean resources,the history of human adaptation and green development. These progress contributes to building ecological civilization highland and to regional sustainable development.

姚檀栋 中国科学院院士,第二次青藏高原综合科学考察研究队队长。中国青藏高原研究会理事长、"第三极环境(TPE)"国际计划主席。长期从事青藏高原科学考察研究,在冰川与环境变化研究领域作出了系统性创新贡献。研究发现过去两千年来的气候波动变暖、特别是 20世纪下半叶的快速变暖和西风与季风协同作用是青藏高原冰川变化及其区域差异的主要驱动力,并发现西风-季风协同作用下的青藏高原环境变化呈西风、季风和过渡3种模态;组织撰写的《西藏高原环境变化科学评估》报告为推进青藏高原生态屏障建设提供了重要科学依据;发起的 TPE国际计划促进了国际青藏高原研究领域的深度研究和高水平交流。发表论文 300多篇,其中重要成果发表在包括 Nature、Science、Nature Climate Change、Review of Geophysics、BAMS等国际权威期刊上,在国际上被广泛引用,多篇论文是 TOP 0.01%高被引论文,是 Elsevier高被引科学家。2017年因在青藏高原冰川和环境研究方面所作出的贡献获"维加奖"。

He is also the Chairman of the China Society on Tibetan Plateau (CSTP), Co-chair of Third Pole Environment (TPE) Program. Yao Tandong has long been engaged in the Tibetan Plateau Scientific Expedition and Research and has made systematic and innovative contributions to the research on glaciers and environmental changes. His research found the continuous warming of the climate over the past two thousand years and the interactions of the westerly and the monsoon are the main driving forces for the regional differences in glacial changes, and identified three modes of the modern westerlies-monsoon interaction system on the Third Pole. He has led the Tibetan Plateau Environmental Assessment Report, which provides an important scientific basis for building ecological buffer on the Tibetan Plateau. He has successfully organized many international conferences and workshops, as well as several major national and international research programs. Among them, the TPE program has been internationally influential. He is Elsevier highly cited scientist. His research has been published in Nature, Science, Nature Climate Change, Review of Geophysics, BAMS, etc., which is widely cited internationally, and many papers are TOP 0.01% highly cited papers. He has been awarded the Vega Medal for his pioneering work on the Tibetan Plateau glacier and environment in 2017.
