中国科学院力学研究所（以下简称“力学所”）作为我国力学领域的“国家队”，是一支重要的国家战略科技力量。新时期、新要求，明确力学所的使命、责任和目标，为国家作出重大贡献，是建强“国家队”的基本要求。为此，文章对标对表“充分体现国家意志、有效满足国家需求、代表国家最高水平” 3个方面要求，阐述了力学学科及力学所发展历程与国家重大需求的关系，分析了力学领域“国家队”的特征与使命任务、新征程中面临的新形势和新挑战，对如何建设好力学领域“国家队”提出了构想与举措。
英文摘要
As China's "national team" of mechanics, the Institute of Mechanics is an important national strategic scientific and technological strength. It is the basic requirement of a strong national team to clarify the mission, responsibility, and goal of the Institute of Mechanics, and make an irreplaceable contribution to the country in the new era. Hence, from the perspectives of the three requirements of "fully embodying the will of the country, effectively meeting national needs, and representing the highest level of the country", this article illustrates the relationship between the country's major needs and the development history of the discipline of mechanics and the Institute of Mechanics. Furthermore, based on the analysis of the characteristics and mission of the national team of mechanics, the new situation and challenges faced in the new journey, it proposes ideas and measures to further develop the national team.

刘桂菊 中国科学院力学研究所所长、党委书记。早年从事材料科学研究,并在牛津大学和京都大学分别访问3个月和1年余。后在中国科学院机关工作多年,然后到中国科学院力学研究所工作。对我国的科研工作和科研管理有深刻的认识,有战略思维。到中国科学院力学研究所后,深入基层了解情况,采取多种有力措施推动该所发展,成效显著。

LIU Guiju Director of the Institute of Mechanics, Chinese Academy of Sciences. In early years of her career, she engaged in materials science research, and visited Oxford University and Kyoto University for three months and more than one year respectively. Then she served at the headquarter of Chinese Academy of Sciences for many years. Afterwards, she joined the Institute of Mechanics. She has a deep understanding to scientific research activities in China and to management of scientific research activities. She is capable of strategic thinking and applies it in her duty. In the Institute of Mechanics, in order to learn a real picture of the Institute, she spent much time in research and administrative divisions. On this basis, she has taken a variety of effective measures to push the Institute forward, which leads remarkable achievements.
