开源已成为全球科技进步至关重要的创新渠道。开源创新体系建设是我国实现科技自立自强的重要途径。中国作为全球软件价值链和高新技术产业链必不可少的一环,需要更完善的开源创新生态。文章在系统梳理欧美先发国家开源发展经验的基础上,立足我国开源生态建设面临的实际问题,提出促进我国开源创新体系建设的政策建议。

Open source has become an essential innovation model for global technological progress and the construction of an open source innovation system is an important path for China to achieve self-reliance and self-improvement in science and technology. As an indispensable part of the global software value chain and high-tech industry chain, China needs to improve its open source innovation ecosystem. The paper, based on a systematic review of the related development policies and successful experiences on the open source work in US and Europe, puts forward a series of policy suggestions to solve the practical problems faced by the construction of open source ecosystem and promote the construction of an open source innovation system in China.

隆云滔 中国科学院科技战略咨询研究院副研究员。中国计算机学会青年计算机科技论坛(CCF YOCSEF)总部学术委员会委员,中国计算机学会(CCF)开源发展委员会首届执行委员。研究聚焦数字经济、开源创新战略与系统科学理论方法研究,服务国家经济及产业数字化转型等战略决策需要。主持或参与国家级项目30余项,已发表论文30余篇、出版学术著作6部。

LONG Yuntao Ph.D., Associate Professor of Institutes of Science and Development, Chinese Academy of Sciences (CASISD), Academic Committee Member of China Computer Federation (CCF) Young Computer Scientists & Engineers Forum (YOCSEF), and Executive member of CCF Open Source Developing Committee. Dr. Long's research interests focus on digital economics, open source innovation strategy and system science theory and method, and serve the strategic decision-making needs of the national economy and industrial digital transformation. She has presided or participated in more than 30 major national-level decision-making research projects. She has also published over 30 academic papers and 6 academic books.

BAO Yungang Professor and Deputy Director of Institute of Computing Technology (ICT), Chinese Academy of Sciences (CAS), and Director of the Research Center for Advanced Computer Systems (ACS) of ICT, CAS. Dr. Bao's research focuses on computer systems and the pioneering areas of reduced instruction set computing (RISC-V). He has presided research projects leading to multiple prototype systems at an internationally advanced level. Technologies from his research have been adopted by companies including Alibaba, Huawei, Intel, Microsoft, etc. He is on the Board of Directors of RISC-V International Foundation and is also the general secretary of China RISC-V Alliance. He is also an outstanding member of the Youth Innovation Promotion Association (YIPA) of CAS and has acted as a council member for the 3rd and 4th session of YIPA Council. Dr. Bao has published over 70 research papers. He was one of the three keynote speakers at ARM Research Summit 2018, the winner of CCF-Intel Young Faculty Award of the year for 2013, and CCF-IEEE CS Young Scientist Award of the year for 2019. He won China's National Lofty Honor for Youth under 40 in 2019.
