        过去几十年,中国科学院先后经历了任务导向和学科导向的科研体制,在多个领域为我国的科技发展作出了巨大贡献。面向新一轮科技革命和产业变革,党和国家对科研工作提出了新的发展思路,即科研工作中要坚持问题导向。文章针对“问题导向的科研”的具体内涵、管理方法等内容给出了自己的思考。

        In the past few decades, Chinese Academy of Sciences (CAS) has experienced project oriented scientific research and subject oriented scientific research, and has made great contributions to China's scientific and technological development in many fields. Facing a new round of scientific and technological revolution and industrial transformation, a new development idea for scientific research, that is, problem oriented scientific research, is put forward. This paper presents some thoughts on the connotation and management methods of problem oriented scientific research.

陈云霁 中国科学院计算所副所长、研究员。中华全国青年联合会常委,中国青年科技工作者协会副会长。从事处理器相关工作近20年。中国首款多核高性能通用处理器"龙芯3号"的主架构师之一。曾带领团队研制成功国际首个深度学习处理器芯片"寒武纪1号"。被Science刊文评价为深度学习处理器的"先驱"和"引领者"。曾获国家杰出青年科学基金、中国青年五四奖章和中国青年科技奖。

CHEN Yunji Professor and Deputy Director at Institute of Computing Technology,Chinese Academy of Sciences (CAS),Standing Committee Member of the All-China Youth Federation,and Vice President of the Chinese Association of Young Scientists and Technologists.He has been engaged in processor related work for nearly 20 years.He was one of Chief Architects of China's first multi-core high-performance general-purpose processor "Godson-3".He led the team to successfully develop the world's first deep learning processor "Cambricon-1".He was recognized as the "pioneering" and "leaders" in the field of deep learning processor by Science.He won the National Science Fund for Distinguished Young Scholars,China Youth May Fourth Medal,and China Youth Science and Technology Award.
