        野外站是分布式的野外科技基础设施,是中国科学院具有相对优势的科技基础条件平台;特别是中国生态系统研究网络(CERN),主导、引领着我国生态系统领域国家站的建设和发展方向。“十四五”中国科学院野外科学观测研究网络(以下简称“野外站网络”)的建设更加重视顶层设计与全面布局,进一步明确野外站网络的定位和目标,提升野外观测数据的质量及其对外服务和共享;面向学科前沿、针对国家重大需求、突出科学内涵,重点建设野外站重点科技基础设施,推动重大科技基础设施——中国陆地生态系统观测实验网络(“坤脉工程”)的立项,提升野外站网络的装备水平,增强野外站的核心竞争能力;全面推动野外站的信息化建设,加强运行保障能力建设,改善野外站网络的科研环境;深化面向学科前沿和国家重大需求的科学研究,凸显野外站网络的科学价值;建设与拓展专项观测网络;重视野外站网络的国际交流与合作。
英文摘要
        Acting as a distributed field science and technology infrastructure, the field station network of Chinese Academy of Sciences (CAS) has evolved to be an important scientific and technological infrastructure with comparative advantage in China. Especially, the Chinese Ecosystem Research Network (CERN) leads the construction and development of the national ecosystem station network. The top-level design and overall layout have been paid more attention in the construction of the field scientific observation and research network of CAS during the 14th Five-Year Plan, and the orientation and objectives of the field station network is highlighted further. The main tasks include improving the quality of observation data continuously to enhance the capability of data services and data sharing; emphasizing the construction of key scientific infrastructure in field stations and promoting the approval of Chinese Terrestrial Ecosystem Observation and Experiment Network (Kun-Mai Project) which both are benefit to improve the equipment level and enhance the core competitiveness of the field station network; strengthening the informatization construction of the field station to enhance operational support capabilities and improve the scientific research environment; deepening the scientific research for discipline frontiers and national scientific needs to embody the value of the field station network; building and expanding the specific observation networks; and emphasizing the international exchange and cooperation.

杨萍 中国科学院科技促进发展局研究员。地理学博士,沙漠化与遥感地理信息系统专业。曾获西藏自治区科学技术奖一等奖。目前主要从事中国科学院野外站网络的管理与研究工作。先后组织参与《中国生态系统研究网络发展战略规划(2008—2020)》《“十二五”中国科学院科技支撑体系建设规划:野外台站建设研究》《“十二五”国家自主创新能力建设-野外站(网)信息化建设规划》《中国科学院野外站网络 “十三五”发展战略规划》等编写工作。负责 3期《中国科学院野外观测网络修购专项工作规划》的组织编写及项目实施工作。

YANG Ping Professor in Bureau of Science and Technology for Development, Chinese Academy of Sciences. Ph.D. of Geography majoring in desertification, remote sensing and geographical information system. She has won the first class of Science and Technology Awards of Tibet Autonomous Region, China. Currently, she mainly focuses on the management of the field observation and research networks of the Chinese Academy of Sciences. She successively organized and participated in the compilation of the “Development Strategic Plan of China Ecosystem Research Network (2008–2020)”, “12th Five-Year Plan of the Science and Technology Support System Construction of Chinese Academy of Sciences:Field Station Construction Research”, and “12th Five-Year Plan of National Independent Innovation Capacity Building:Informatization Construction of Field Stations” (Networks), “13th Five-Year Development Strategic Plan of Field Station Networks of Chinese Academy of Sciences”, and so on. She is also in charge of the organization and implementation of three phases of the “Repair and Purchase Plan for Field Observation Network of Chinese Academy of Sciences”.
