加强扶贫扶志,激发贫困群众内生动力,是中国特色扶贫开发的显著特征,是打赢脱贫攻坚战的重要举措。妇女是脱贫攻坚工作的重点对象和重要力量,文章回顾总结了中国科学院科技创新发展中心(北京分院)妇女组织在库伦旗实施"志智双扶"的实践及成效,分析了内蒙古库伦旗贫困妇女儿童的现状及存在的问题,探讨了心理扶贫、"互联网+科普"扶贫、科技扶贫及设立"志智双扶"专项基金等妇女扶贫新模式和新方法。
英文摘要
Strengthening poverty alleviation and supporting ambition, to fundamentally inspire the endogenous power of the poor people, is the remarkable characteristics of Chinese special poverty alleviation and development, and is also an important measure to win the battle of poverty alleviation. Women are the key objects and important forces of poverty alleviation. The article reviews and summarizes the practices and achievements of the "double support of ambition and intelligence" poverty alleviation in Hure Banner of Inner Mongolia Autonomous Region, implemented by the Women's Organization of Beijing Branch, Chinese Academy of Sciences. It also analyzes the current situation and problems of the poor women and children in Hure Banner, and discusses the new models and methods of poverty alleviation, such as psychological poverty alleviation, "Internet & science popularization" poverty alleviation, scientific and technological measures poverty alleviation, and establishment of special poverty alleviation fund for "double support of ambition and intelligence".
