京津冀、长三角和珠三角城市群是我国人口规模最大、经济活力最足和创新能力最强的城市群。“十四五”期间,建设世界级的城市群面临着区域人口布局与资源环境承载力协调、人口流动与公共服务资源配置、全球化与国际经济、全球科技合作与科技博弈等诸多挑战。文章在对城市群人口布局理论梳理的基础上,分析了我国城市群人口功能布局的特征与问题,认为建设世界级的城市群必须同步提升与世界级城市群相匹配的人口功能;提出了建设世界级城市群人口功能布局优化的基本方略,并针对京津冀、长三角和珠三角城市群提出差异化、针对性的人口功能布局优化策略,以引领“十四五”时期我国城镇群形态向更高级、更健康的功能组织模式演化。
英文摘要
Urban agglomerations, including Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta regions, are the large clusters both from population and economic perspectives and have the most active vitality of innovation. To be the worldclass urban agglomerations, population function regulation should highlight the roles of the carrying capacity of resources and the environment, allocation of public service resources, and the challenges of global competitions in the fields of economy and technology. We firstly review the classic theories. Then the distinct characters of population development in China's urban agglomerations are figured out. Accordingly, the basic laws of population function regulation in urban agglomerations are put forward. In addition, the differentiated strategies are introduced to optimize the population functions in Beijing-Tianjin-Hebei, the Yangtze River Delta and the Pearl River Delta regions. Our policy implications aim to promote evolution of urban agglomerations with a more advanced and healthier process, especially during the 14th Five-Year Plan period.
