文章广泛调研了近10年美国、欧盟、英国、法国、德国、日本等国家和地区在能源领域出台的各种官方文件,通过内容分析等研究方法,从战略规划、经费投入、科研布局、组织机制等角度对上述国家和地区的能源政策进行分析。发现各个国家和地区能源政策呈现出一些共同特征,包括:自身资源禀赋是制定能源政策的基础,能源多元化和清洁高效利用是各国能源政策共同目标,科技创新是实现目标的重要抓手。最后,就我国抓住能源变革机遇、打造能源新体系,提出了一些建议。
英文摘要
This work studies various official documents issued by the United States, the European Union, the United Kingdom, France, Germany, Japan in the field of energy within the last decade, and analyzes strategic plans, funds, scientific and technological projects deployment, organizational mechanisms by the content analysis method. It is found that there are some common features in energy policies of the above countries and regions:natural resources conditions are the basis for developing energy policies, diversification and clean and efficient usage are common targets, scientific and technological innovation is important for achieving the targets. Finally, some suggestions are put forward on energy transition in China.
