贫困妇女脱贫是打赢脱贫攻坚战，实现可持续脱贫的关键抓手。首先从理论层面探究妇女贫困的定义、特征和成因，发现妇女贫困具有脆弱性、代际传递性和思想上的衍生性。在此基础上，分析了我国妇女扶贫政策的实践和存在的问题。同时，借鉴墨西哥、美国和欧盟等国家和地区的妇女扶贫政策经验，结合我国实情，提出以下政策建议：推行针对贫困妇女的工作福利制度，提高受助者工作意愿；注重思想教育，唤醒传统美德；发展社会化儿童看护服务，减轻贫困妇女家庭压力。
英文摘要
The poverty alleviation for women not only affects women's own development, but also plays an important role in cutting off the intergenerational transmission of poverty. It is the key to winning the fight against poverty and has been highly valued by the central government. This paper discusses the definition, characteristics, and causes of female poverty. This paper also analyzes the practice and existing problems of China's poverty alleviation policies for women, draws on the policy experiences of women's poverty alleviation in Mexico, the United States, and the European Union, and proposes suggestions on China's poverty alleviation policies for women:implementing workfare programs for poor women; increasing long-term training and education; developing socialized child care services.

聂常虹 中国科学院大学研究员、博士生导师。曾长期在财政部工作,参与并执笔《国家中长期科技发展规划纲要》《分类推进事业单位改革的指导意见》和有关财政政策的起草与修订工作,有11篇论文或公文获得财政部"三优"评选一等奖或二等奖。曾任中国科学院条件保障与财务局副局长,现任中国科学院动物研究所党委书记、副所长,中国科学院大学PPP研究中心学术委员会副主任,全国知识管理标准化技术委员会委员,中国行为法学会常务理事,主要从事科技管理与评价、科技财务、科技金融、宏观经济与产业政策等方面的研究,主持多项国家自然科学基金委、国家发展改革委、财政部、科技部课题,出版专著1部、合著3部,在《新华文摘》《人民日报》《管理评论》《宏观经济研究》《财政研究》等国家核心期刊及报纸发表学术论文40余篇。

NIE Changhong Researcher and Ph.D.supervisor at the University of Chinese Academy of Sciences (CAS).She had served in the Ministry of Finance for a long time and participated in the drafting and revision of major fiscal policies.11 of her papers or official documents have won the first prize or second prize of the Ministry of Finance's "Three Excellent".She also served as Deputy Director of Bureau of Facility Support and Budget of CAS.She is currently the Deputy Director of the Institute of Zoology,CAS,Deputy Director of the Academic Committee of the PPP Research Center of CAS,member of the National Knowledge Management Standardization Technical Committee,and Executive Director of the Chinese Society of Behavioral Law.She is mainly engaged in science and technology management and evaluation,science and technology finance,macroeconomics,and industrial policies.She has presided several projects of the National Natural Science Foundation of China,the National Development and Reform Commission,the Ministry of Finance,and the Ministry of Science and Technology,and has published one monograph and three collaborative monographs.More than 40 of her academic papers have been published in core journals such as Xinhua Digest,People's Daily,Management Review,Macroeconomics Research,and Public Finance Research.
