我国已经提出到2035年跻身创新型国家前列、到2050年建成世界科技强国的科技发展战略目标，创新型国家前列、科技强国可以用哪些定量和定性指标予以描述就需要深入研究。文章围绕我国提出的跻身创新型国家前列和建设世界科技强国的战略目标和任务，以国际上有关国家竞争力和创新能力评价的主要代表性指标体系和研究报告为基础，研究梳理出描述科技强国的重要的、典型的科技指标体系。通过与美国等世界科技强国在各主要指标上的表现展开横向对标分析，揭示我国在主要科技指标上的表现与差距，提出我国到2035年跻身创新型国家前列和到2050年建成世界科技强国的定量与定性指标目标，以及相关发展建议。

张志强 中国科学院成都文献情报中心主任,研究员、博士、博士生导师,中国科学院特聘核心研究员。"新世纪百千万人才工程"国家级人选,四川省千人计划入选者。独立或合作出版专著(编著) 20部、出版译著13部、发表论文400余篇。获得省部级科技进步奖、社会科学优秀成果奖等科技成果奖励18项。主要研究领域:科技战略与规划、科技政策与管理、情报学理论方法与应用、生态经济学与可持续发展等。
