        本土科技人才问题是当前关注的一个热点问题,习近平总书记指示对本土人才要“并用并重”,各级政府陆续出台专门针对本土人才的人才计划。文章分析了当前政府科技人才计划存在的主要问题,提出在新时代我国不能延续这种大规模的政府人才计划模式——除少数人才计划如海外人才引进计划需要特别保留并改进外,我国科技人才政策应该回归常态化的市场机制,赋予单位用人自主权,从过去重“引”人才转变为重“用”人才,开创健康有序的科技人才工作新局面。
英文摘要
        The issue of local S&T talent work is currently a hot issue, and General Secretary Xi Jinping recently instructs that local talents should be "equally valued and equally used". This has triggered governments at all levels to issue talent plans which specifically target on local talent. This study analyzes the main problems existing in the current government S&T talent plans, and proposes that China cannot continue this large scale government talent planning model. Instead, except a few talent plans such as overseas talent introduction plans that require special reservation and improvement, China should return to the normalized market mechanism, give employer talent-use autonomy to focus on talent use rather than talent introduction, so as to form a new healthy and orderly dimension of S&T talent work in the new era.

李晓轩 中国科学院管理创新与评估研究中心主任,中国科学院科技战略咨询研究院研究员,博士生导师。主要研究领域为科研管理,涉及科技评价、科技人力资源管理、科研经费管理等研究方向。长期从事政府科技管理与政策方面的决策支撑研究工作,主持承担了来自中科院、科技部、国家自然科学基金委、工程院、中国科协、人社部、国家知识产权局等大量研究项目。主持中科院所属所绩效评价研究专项,积累了丰富的科技评价与管理实践经验。撰写了大量研究报告,发表论文50余篇,包括在Research Policy、Research Evaluation、Omega等重要国际刊物上发表论文多篇。

LI Xiaoxuan Received his Ph.D.degree in Psychology from Peking University in 1999.He is now the director of Innovation Management and Research Evaluation Center,CAS and also a professor at Institutes of Science and Development,CAS.Dr.Li's current research interest covers scientific research management,including research evaluation,human resource management,and research funding management.In the field of research evaluation,Dr.Li undertakes a series of evaluation work of CAS,evaluation theory and practice research supported by National Natural Science Foundation of China,Ministry of Science and Technology,and so on.One of Dr.Li's major responsibilities is to carry out performance evaluation on CAS institutes,and he has established a wide range of cooperation with international research evaluation agencies during the work.Dr.Li.has published more than 50 papers in domestic and international journals in management innovation and evaluation area such as Research Policy,Research Evaluation,Omega,and so on.

徐芳 中国科学院科技战略咨询研究院副研究员。2011年从英国肯特大学获得管理科学博士学位后,进入中国科学院管理创新与评估研究中心工作。主要研究方向为科技管理与评价、科技政策学等。近年来,以主持人或主要参与人身份完成国家自然科学基金委、中国科学院学部、人社部委托任务10余项,并支撑中科院开展研究所评估工作;在EJOR、OMEGA、《科研管理》等期刊发表论文20余篇。

XU Fang Associate Professor at Institutes of Science and Development,Chinese Academy of Sciences (CAS).After received Ph.D.degree in Management Science from University of Kent,UK in 2011,she started to work in Management Innovation and Research Evaluation Center,CAS.Her research interests include research management&evaluation to support S&T decision-makings.She has also undertaken more than 10 research evaluation and policy study related projects from National Natural Science Foundation of China,Ministry of Science and Technology,Ministry of Human Resources and Social Security,and other departments.She has already published more than 20 papers in European Journal of Operational Research,Omega,and other international and domestic journals.
