中文摘要
制定和实施专利质押融资保险政策，是促进知识产权运用、建设知识产权强国的重要举措。文章总结了我国促进专利质押贷款保险的相关法规政策，梳理了美国、日本制定实施的专利质押贷款风险分担政策，运用保险精算的一般原理和方法研究了我国专利质押贷款保险的运用条件和模式，提出了发展专利质押贷款保险的政策建议：建立专利质押贷款保险损失补贴和保费补贴制度，对未出险贷款项目给予奖励，提高金融机构参保积极性，减轻逆淘汰问题；建立严格的风险评估制度，提升保险公司对专利和贷款的风险评估能力；进一步提高专利质量，降低金融机构的损失和保险费率。
