将河北雄安新区建设成为具有国际影响力的创新高地，是雄安新区面临的战略机遇，是千年大计、国家大事。文章认为，必须以综合集成和引领创新作为雄安的科技创新战略，并在创新主体引入和培育、创新人才集聚、创新资金投入、创新城市建设等方面做扎实的部署，尤其应在科技项目的公共性、知识产权的共享性等方面做重大的制度创新。

To build Xiongan New Area into an innovation highland with global impact is the great chance for the city, and it is also the millennium planning for China. This paper suggests that comprehensive integration and leading indigenous innovation are the strategic position for Xiongan New Area, and the innovation bodies, innovative talents, innovation fund, and innovative city buildings are four pillars for Xiongan New Area. Furthermore, the publicity of R&D project and co-sharing of intellectual property rights could be the institutional innovation for Xiongan New Area.

陈劲,清华大学经济管理学院教授,教育部人文社会科学重点研究基地——清华大学技术创新研究中心主任,中国工程院教育委员会委员,教育部科技委管理学部委员。1989年获浙江大学化工系生产过程自动化学士学位;1994年获浙江大学管理学院管理工程博士学位。主要研究领域有技术创新管理、科技政策等。国家杰出青年基金获得者,教育部长江学者特聘教授。同时,兼任International Journal of Innovation Studies和International Journal of Knowledge Management Studies主编,Technological Forecasting and Social Change和Engineering Management Review副主编等职务。E-mail:chenjin@sem.tsinghua.edu.cn
Chen Jin Professor of Department of Innovation,Entrepreneurship and Strategy in Tsinghua SEM,and director of Research Center for Technological Innovation in Tsinghua University.He is also a former member of the Education Committee of the Chinese Academy of Engineering,the member of the Division of Management Science in Council for Science and Technology of Ministry of Education,China.He received his bachelor's degree from Zhejiang University in 1989,and Ph.D.degree in Management Engineering from Zhejiang University as well in 1994.His research and teaching mainly focus on management of technological innovation.Prof.Chen Jin was awarded the Outstanding Youth Fund by National Natural Science Foundation of China,and he was honored as a distinguished professor of Yangtze River Scholar,and actually he is the first Yangtze River scholar in the field of China's technological innovation management.Prof.Chen Jin is also the Editorin-Chief of International Journal of Innovation Studies and International Journal of Knowledge Management Studies,the associate Editor-inChief of Technological Forecasting and Social Change,Engineering Management Review,et al.E-mail:chenjin@sem.tsinghua.edu.cn
