气候变化是具有科学支撑的严肃事实,因此应对气候变化既是实现可持续发展的必需,也是全球治理的重要领域。《巴黎协定》是国际合作应对人类共同挑战的重要进展,绿色低碳发展已经成为世界主流共识。实现全球应对气候变化的共同目标,需要各国加强合作,不断强化应对气候变化行动。发达国家要尽快实现低碳转型发展,发展中国家也要加快低碳创新发展。中国在全球气候治理中发挥了积极建设性的作用,在五大发展理念的指导下,中国应对气候变化的战略和政策将不断强化和实施,从而为全球气候治理作出应有的更大贡献。
英文摘要
Climate change is recognized by science as one of the most serious problems that should be addressed positively by the human society, and is also inherent in the concept of global governance. The adoption of the Paris Agreement indicates that green and low-carbon development has already become the new trends in world development. To achieve the common goal of addressing climate change, it is necessary for countries around the world to the strengthen cooperation and enhance the action overtime, among which the developed countries should achieve low-carbon transition at their earliest possibility, while developing countries should find its own creative and innovative way of low-carbon development. China has provided positive and active contribution in the global climate governance, and will, under the guidance of "Five Concepts for Development", deepen and improve its strategy and policy to address climate change, as well as make further contribution to global climate governance.

周大地, 国家发展和改革委员会能源研究所原所长、研究员,中国能源研究会常务副理事长,国家气候变化专家委员会委员。长期从事能源经济、能源政策和能源系统分析研究,在我国能源发展战略,节能政策,能源价格改革、能源结构优质化、可持续能源发展、全球气候变化等方面均有深入研究,为国内外知名专家。是政府间气候变化专门委员会(IPCC)第二至第五次科学评估报告主要撰稿人和召集主要撰稿人,曾获2000年度经济合作与发展组织(OECD) 国际气候技术推动奖。担任过多个国际机构和国内政府和机构专家顾问。E-mail:ddzhou@eri.org.cn

Professor Zhou also serves as executive vice chairman of China Energy Research Society and member of Expert Panel on Climate Change of China. Professor Zhou has been long engaged in energy economics, energy policy, and energy system analysis, with intensive studies and influential research outputs on energy development strategy, energy conservation policy, reform on energy price, energy structure optimization, sustainable energy development, as well as global climate change. Professor Zhou used to be the head of the Chinese expert group on IPCC Working Group Ⅲ, and as the LA and CLA of 2nd to 5th IPCC Assessment Report. He has won the OECD Award on Promotion of Climate Technology (2000). He has also served as expert advisor of many international agencies and domestic governments and institutions.
