科技评价问题成为久攻不破的堡垒，学界、政府和社会不断争议和探索，正如百万迁徙角马在跨越马拉河前的徘徊与尝试。文章分析提出我国科技评价问题难以解决的根本原因在于没有厘清政府与科学的关系，没有处理好整体推进和重点突破的关系，没有赋予处于学术高地机构以特殊政策和自主权，使之发挥“领头角马”的作用，率先实现从“此岸”到“彼岸”的跨越，构建起以追求卓越为价值导向的评价体系。由此，文章尝试提出科技评价改革的“领头角马”理论，即发挥好“领头角马”的作用是科技评价改革的突破口之所在，并结合我国实际提出相应的政策建议。
英文摘要
The question of research evaluation appears to be a bastion which is hard to breach, while the academia, government, and society have been continutely disputing and attempting to make breakthroughs, which is just like the hundreds of wildebeest wandering and attempting to cross the Mara River. This paper analyzes that the fundamental reason why China's research evaluation is difficult to solve is that it does not clarify the relationship between the government and the science, does not deal with the relationship between the overall advancement and the key breakthrough, and does not give the special policy and autonomy of the academic highland to paly the role as "Leading Wildebeest", so as to take the leap from the shore to the other, and to build reseach excellence-driven evaluation system. In this paper, we attempt to put forward the theory of "Leading Wildebeest", which is the breakthrough point of research evaluation reform in China, and put forward the corresponding policy suggestions in the light of the reality of China.

徐芳 中科院科技战略咨询院副研究员。2011年从英国肯特大学获得管理科学博士学位后,进入中科院管理创新与评估研究中心工作。主要研究方向为科技管理与评价、科技政策学等。近年来,以主持人或主要参与人身份完成国家自然科学基金委、中科院学部、人社部委托任务10余项,并支撑中科院开展研究所评估工作;在EJOR,OMEGA,《科研管理》等期刊发表论文20余篇。E-mail:xufang@casipm.ac.cn
Xu Fang Associate professor at Institutes of Science and Development,Chinese Academy of Sciences (CAS).After received Ph.D.degree in Management Science from University of Kent,UK in 2011,she started to work in Management Innovation and Research Evaluation Center,CAS.Her research interests include research management&evaluation to support S&T decision-makings.She has also undertaken more than 10 research evaluation and policy study related projects from National Natural Science Foundation of China,Ministry of Science and Technology,Ministry of Human Resources and Social Security,and other departments.She has already published more than 20 papers in European Journal of Operational Research,Omega,and other international and domestic journals.E-mail:xufang@casipm.ac.cn

Li Xiaoxuan Male,received his Ph.D.in Psychology from Peking University in 1999.He is now the director of Innovation Management and Research Evaluation Centre,CAS and also a professor at Institutes of Science and Development,CAS.Dr.Li's current research interest is scientific research management,including research evaluation,human resource management,and research funding management.In the field of research evaluation,Dr.Li undertakes a series of evaluation work of CAS,evaluation theory and practice research supported by NSFC and MOST.One of Dr.Li's major responsibilities is to carry out performance evaluation on CAS institutes,and he has established a wide range of cooperation with internationally research evaluation agencies during the work.Dr.Li.has published more than 50 papers in domestic and international journals in management innovation and evaluation area such as Research Policy,Research Evaluation,Omega,and so on.E-mail:xiaoxuan@casipm.ac.cn
