政府的资源总是有限的。因此,在制定政策时,政府不得不对优先事项进行取舍和排序。议程设置是政策过程的关键问题。文章根据科技政策议程设置模式的分类,提出目前我国科技政策议程设置的实际状况是以“内参模式”为主,“借力模式”为辅。重点分析了智库影响科技政策议程设置的两种模式(“内参模式”和“借力模式”),并对未来的发展趋势进行了展望。

Government resources are always limited. Therefore, before the policies formulating, government have to make choices to decide and sort the priority. So, the agenda-setting is key point in the policies process. According to the types of agenda-setting models of science and technology policies including close model, mobilization model, internal reference model, leveraging model, letter model, and external pressure model, it was put forward that currently agenda-setting model of science and technology policies in China is internal reference model as principal (this is mainly because the vast majority of science and technology policies decision-making content is very professional), leveraging as supplement (in recent years, more and more social participation is involved in the decision-making of science and technology policies related to ethics and health particularly). The internal reference model & leveraging model of agenda-setting of science and technology policies affected by think-tank in China were mainly analyzed in this paper. Development trends of the agenda-setting model of science and technology policies affected by think-tank in China were discussed and prospected. It was concluded that think-tank tend to absorb more and more civil participation, increasingly use the internet means of external pressure and become a key platform for agenda-setting of science and technology policies in China.
