国家深化科技体制改革和实施“双轮驱动”发展战略,对科研院所现有的科研管理模式提出了挑战。中科院核能安全技术所结合自身特点与长期实践,提出“基于团队协同的三维矩阵科研创新管理模式”,设立学术线、行政线、项目线,三个维度自成体系,有机联动,最大化协同各类优势资源,有利于实现科研战略目标。文章从历史背景、核心机制、保障措施、取得成效等方面对这一模式进行了总结概括和分析探讨。

The further reform of scientific research management system and implementation of innovation-driven developing strategy has brought great challenges to the current management of scientific research system. A new matrix management of scientific research system based on collaboration team has been proposed according to previously practical experience of Institute of Nuclear Energy Safety Technology, Chinese Academy of Sciences. A new matrix management, which was organized in "research dimension", "administration dimension" and "project dimension", could maximize the outputs based on the synergy of different resources. The formation and framework of the management were introduced in this paper, and also the achievements due to its applications.

吴宜灿,中科院核能安全技术所所长、研究员、博士生导师,中科院中子输运理论与辐射安全重点实验室主任,国际能源署(IEA)聚变能环境安全与经济执委会主席,国际原子能机构(IAEA)顾问专家,国际热核实验堆(ITER)核安全与许可证技术七人专家组成员,第四代核能国际组织(GIF)铅基堆中方首席技术代表。长期从事核能中子学与安全技术研究。主持包括IAEA及ITER国际合作计划、国家"973""863"计划、国家自然科学基金重大计划、国家磁约束核聚变专项、中科院战略性先导科技专项等重大项目20余项。发表论文400余篇,担任FED国际期刊副主编及其他10余个知名期刊编委。获国家自然科学奖二等奖、国家科技进步奖一等奖、国家能源科技进步奖一等奖等10余项奖励。E-mail:yican.wu@fds.org.cn
Wu Yican The director of Institute of Nuclear Energy Safety Technology (INEST),Chinese Academy of Sciences and the director of Key Laboratory of Neutronics and Radiation Safety,Chinese Academy of Sciences.He is also currently serving as the Executive Committee (ExCo) chair of International Energy Agency (IEA) Technology Collaboration Program on Environmental,Safety and Economic Aspects of Fusion Power,expert member of International Atomic Energy Agency (IAEA),a member of seven person Working Group on nuclear safety and licensing technology of International Thermonuclear Experimental Reactor (ITER) Organization and also China's coordinator for GenerationIV International Forum.His research involves neutronics and nuclear safety related interdisciplinary research.As the leader/chief-scientist of projects,he was/is in charge of more than 20 domestic or international scientific research projects,such as the projects under the national"863 (High-Tech) and "973" (Basic Research) program of China,the Strategic Priority Research Program of Chinese Academy of Sciences,and the international cooperation program of ITER.He has published more than 200 papers in academic journals and international conferences.He has been chief-editor associate-editor of 10 international journals,including journal of Fusion Engineering and Design.He has won more than 10 important science and technology awards,such as the National Natural Science Award,Science and Technology Progress Award for National Energy,etc..E-mail:yican.wu@fds.org.cn
