        2015年12月，国务院发布了《关于新形势下加快知识产权强国建设的若干意见》，正式提出“知识产权强国”战略，以主动姿态谋求中国知识产权事业的转型发展。中国知识产权战略要从被动转向主动，必须采取弯道超车的策略，需要重点推进以创业为主的知识产权创造与经营、以全球化众包为特色的知识产权管理、以跨国技术并购为途径的知识产权国际化三方面工作。

        The Chinese State Council released "The Opinions to Accelerate the Construction of Powerful Country of Intellectual Rights" in January 2016, formally proposed the "intellectual power" strategy, to actively seek for the transformation and development of China's intellectual property work. China must take turn overtaking strategy to switch the intellectual property strategy from passive to active, which should focus on three aspects of the work, i.e., promoting entrepreneurship to the intellectual property creation and management, intellectual property management with crowd-sourcing of globalization for the characteristics, and the globalization of intellectual property rights by transnational technology M & A.
