        文章论述了高水平科技智库在推进国家治理体系和治理能力现代化进程中的重要作用；指出率先建成国家高水平科技智库、服务好国家宏观决策，是党和国家赋予中科院的重大历史使命，中科院有责任也有能力按照服务决策、适度超前、突出特色的原则率先建成国家高水平科技智库；提出中科院建设国家高水平科技智库的总体考虑是，树立看齐意识、服务中央决策，做好顶层设计、明确建设思路，坚持高端定位、聚焦科技问题，坚持人才为本、创新体制机制，坚持科学方法、传播中国声音。

        This article discusses the important roles of high-end science and technology think tank played in promoting the modernization progress of national governance system and governance capacity. It is pointed out that pioneerly building up the national high-end science and technology think tank and serving well for country's macro decision-making is the great historical mission conferred to Chinese Academy of Sciences (CAS), and CAS has the responsibility and is capable of pioneerly building up the national high-end think tank according to the principles of serving decision-making, moderate advance, and highlighted features. General considerations are put forward for the construction of national high-end science and technology think tank. These considerations include: establish sense of conformity with the CPC central leadership, serve for CPC central committee's decision-making, laying down a top-level design, clarify the construction route, insist high-end quality, focus on scientific issues, insist talent-oriented, innovate institutional mechanism, use scientific method, and communicate Chinese voice.
