         一带一路;投资环境;地缘战略

        一带一路战略旨在促进经济要素有序自由流动、资源高效配置和市场深度融合,推动开展更大范围、更高水平、更深层次的区域合作,共同打造开放、包容、均衡、普惠的区域经济合作架构。研究"一带一路"投资环境及其对策,有助于提升我国对外经贸交往的安全性和稳定性,提升政治经济影响力。文章借助德尔菲法(DelphiTechnique),针对"一带一路"沿线国家投资环境构建评价体系,从社会经济发展水平、交通基础设施建设水平、信息化水平、资源赋存、政治环境和安全环境6方面综合评估"一带一路"投资环境情况,并提出了"一带一路"投资环境对策建议。研究结果表明,俄罗斯、蒙古国、巴基斯坦、中亚和欧洲的德国、荷兰、意大利、匈牙利为优先投资区域,东欧国家、印度、伊朗等国为重点投资区域。在此基础上针对"一带一路"提出了一系列投资对策,以期为我国"一带一路"走出去"战略的投资决策提供科学参考。

        "The Silk Road Economic Belt" and "the 21st-Century Maritime Silk Road" initiative aims to promote economic factors flow orderly and freely, allocate resources efficiently, and integrate market deeply push to develop a broader, higher, and deeper level regional cooperation and develop open, inclusive and balanced, widely beneficial regional economic cooperation framework. Researching on the comprehensive and objective assessment and geopolitical strategy choice of the investment climate countries along "the Belt and Road" can help improve security and stability of China's foreign economic and trade exchanges, also the political and economic influence. Based on Delphi Technique, the investment environment evaluation system of the countries along "the Belt and Road" is built and comprehensive analyzed from six aspects: social and economic development level, the traffic infrastructure construction level, informationization level, resource enrichness, political and security environment, and we get the investment environment of countries along "the Belt and Road". The results show that Russia, Mongolia, Pakistan, and Central Asia and Germany, Netherlands, Italy, and Hungary in Europe are referred as investment areas. Eastern Europe, India, Iran, and so on are key investment areas. Based on these, a series of investment strategy about countries along "the Belt and Road" are formulated. We hope our research can provide scientific reference for China investment decision-making of "the Belt and Road" overseas investment strategy.
