        在实现2020年如期脱贫过程中,贫困县全部摘帽、贫困乡镇、贫困村和贫困户的退出必须有序化和精准性推进。农村贫困动态监测与评估体系成为我国贫困退出机制的前提和保障,只有科学有效地监测和评估才能保证贫困退出机制的合理性和公信力。目前我国贫困退出机制仍然面临诸多矛盾和问题,需要构建涵盖贫困退出的动力、补偿、风险、激励与约束以及第三方评估的综合系统机制,从贫困基础、经济发展、人文发展和生存环境四个向度构建多维、动态的贫困退出监测框架,推动我国精准扶贫、精准脱贫工作有序良性发展。

        In order to shake off poverty by 2020 as scheduled, casting off poverty-stricken county hat, impoverishing poverty villages and towns and shaking off poverty in rural areas under current standards are very important, and we must promote them orderly and precisely.The dynamic monitoring and evaluation system of rural poverty has become the premise and guarantee of the exit mechanism, thus only the scientific and effective monitoring and evaluation system can ensure the rationality and credibility of the poverty exit mechanism.Nevertheless, our country impoverished exit mechanism still face many contradiction and problem, as a result we need to construct a system which comprehensively comprises the monitoring and evaluation system.Multi-dimensional and dynamic poverty exit framework will promote China's precise poverty alleviation and poverty relief work orderly and healthily.
