文章首先分析了国际互联网产业发展的总体前景及竞争态势，进而从
战略地位、政策措施、市场秩序和创新能力四方面探讨了中国互联网产业发展面
临的基本形势，最后从战略、政策、市场和创新四方面提出政策建议，以促进企业
有序竞争并将产业导向创新驱动。
英文摘要
This paper analyses the overall prospects and competition situation of international Internet industries, and then discusses
the national internet industries from four perspectives of the strategic status, the policies and measures, the market order
and the innovation capacities. Finally puts up policy suggestions from strategy, policy, market and innovation in order to promote
proper national internet industries with characteristics of ordered competition and innovation-driven.
