文章分析了学术论文获取面临的严峻挑战，总结了国际科技界支持公共资金资助学术论文开放出版的共识，梳理介绍了国际典型科研资助机构和教育科研机构支持开放出版的具体政策，提出中国应重点推进公共资助科研论文开放获取、建立经济高效的开放出版支持机制、继续加强支持开放存缴、加快推进图书馆文献保障机制转型发展等建议。
英文摘要
The article analyses the problems in access to scholarly research papers, summarizes the concensus of international scientific communities in supporting open access (OA) publishing of publicly funded research
results, introduces the OA publishing support policies and measures of major international research funders and R&D organizations, and then recommends that implement public access measures to publicly funded research,establish effective and economic mechanisms for open publishing, continuously support deposit into OA institutional repositories, and enable transformation of library collection development models.
