Scientific and technical personnel’s Carving out efficiently promotes the integration of science and technology with the economy and the interaction between academy and industry.The operation mode should change from institutions launching the enterprise to encouraging scientific and technical personnel to carve out.This paper makes some suggestions on how to create favorable environment and conditions to inspire scientific and technical personnel’s enthusiasm to carve out.
