20世纪70年代以来,"新公共管理"(New Public Management,NPM)思想应运而生,其核心是在公共机构管理中借鉴现代企业管理的若干理念和方法,以提高管理效率和服务质量。本文简要介绍了NPM有关理论与方法,阐释了其对现代科研机构管理创新的适用性和针对性,并从重视科技战略研究、确立"市场导向"原则、强化竞争激励机制、引入"顾客驱动"理念、导入成本效益分析、推行分权管理模式6个方面,分析了其在科研机构管理中的应用,以期为科研机构管理创新提供一条新的思路。
英文摘要
Since the 1970s,the idea of new public management(NPM)emerged.The core of the NPM is to introduce a number of modern concepts and methods from modern enterprise management in the management of public institutions,so as to improve management efficiency and service quality.This paper introduces the related theories and methods of NPM,then explains the applicability and pertinence for the management innovation of modern scientific research institutions.The paper analyzes its application for the management innovation of scientific research institutions in the six ways:paying attention to science and technology strategy research,establishing the "market-guiding" principle,enhancing the competitive and inspiring mechanism,introducing the "customer-driven" concepts,and leading in cost-benefit analysis,carrying out the model of decentralized management in the hope of providing a new way for the management innovation of scientific research institutions.
