        建设创新型国家,科技创新是基本动力。但是,创新不能只局限于科技领域,它是整体性的,是全社会的活动。因此,建设创新型国家,除了要考虑科技创新之外,同时必须要考虑非技术方面的创新,尤其是社会创新与管理创新,不可忽视人文社会因素对创新成败的重要影响。当前创新的内涵已经超越了科技的范围,非技术创新重要性日益增加,而且创造性科技成果的产出必须要有深厚的人文社会基础。文中还提出了若干建设创新型国家与城市的社会、人文参考指标。

        To construct innovation-type country,scientific and technological innovation is the fundamental motive power.But innovation should not be limited in the scientific and technological field,because innovation is of the nature of a whole and is all-social activity.Therefore constructing innovation-type country,we must consider the non-technology innovation besides technology innovation,especially social-innovation and management innovation,and the impact of humanist and social factors upon innovation.At the present time the connotation of innovation has surpassed the field of science and technology,the importance of non-technology innovation is increasing day by day,and the producing of creative sci-tech achievements needs deep humanist and social foundation.In this paper,some humanist and social reference indexes have been proposed for constructing innovation-type countries and cities.
