         西北地区;产业结构;症结;调整与优化

        产业结构是生产要素在各产业部门之间的配置状况和生产力水平的反映。产业结构调整是西部大开发和国家“十五”计划的战略重点之一。文章在产业结构理论指导下 ,深入剖析了西北地区产业结构的问题与症结 ,针对主要矛盾和问题 ,提出了西北产业结构调整和优化的目标及实施对策。作者认为 ,西北地区产业结构调整和优化 ,必须加快优势资源开发 ,打破城乡产业二元结构 ,推进农业产业化 ,大力发展高新技术产业、旅游产业和绿色产业 ,协调三大产业比例、轻重工业比例 ,产业产值结构与就业结构比例 ,协调产业结构与生态环境的关系 ,塑造西北特色区域经济 ,实现区域可持续发展。

        Industrial structure shows the disposition status of the factors of production and productive force among economic sectors. It is the strategic focus point both to the west China’s development and the state tenth five-year planning to adjust and optimize industrial structure. The thesis, based on the theory of industrial structure, analyzed in depth the problems and their cruxes of the industrial structure of the west China. The paper also presented the counter-measures to adjust and optimize industrial structure of the west China. The author stressed that the west China must develop the new and high-tech industry, green industry, tourism as the regional supporting sectors, accelerate the exploitation of the natural resources with high regional comparative advantages, propel the industrialization of agriculture and coordinate the relationship between light industry and heavy industry, industrial structure of production value and industrial structure of employment. Thus, the regional economy with the characteristics of the west China and strong contest advantage can be set up.
