作为国家生态安全战略格局的重要支柱,西部生态屏障区凭借其独特地理禀赋和生态系统服务功能,在水源涵养、气候调节与碳汇平衡等关键领域发挥着不可替代的生态价值。该区域的治理效能不仅直接影响“美丽中国”建设进程,更关乎“双碳”战略目标的全局性实现。文章聚焦西部地区环境污染防治这一关键议题,结合西部地区独特的地理与气候特征,系统解析青藏高原、黄土高原、云贵川渝、内蒙古高原等典型生态区在资源开发过程中衍生的水土污染、大气污染及新污染物治理等难题。进一步结合全球环境科技前沿趋势,深入探讨科技创新在生态修复、污染防控及绿色转型中的关键支撑作用,提出构建区域环境治理科技支撑体系的实施框架。研究成果可为西部生态屏障区生态环境保护与区域发展政策的制定提供科学参考。
英文摘要
As a crucial pillar of the national ecological security strategic framework, the Western Ecological Barrier Zone demonstrates irreplaceable ecological value in key areas such as water conservation, climate regulation, and carbon sink balance, leveraging its unique geographical endowments and ecosystem services. The governance effectiveness of this region not only directly impacts the advancement of the Beautiful China initiative but also holds significant implications for the comprehensive realization of the Dual Carbon strategic goals. This study focuses on the critical issue of environmental pollution prevention in western China. By elucidating the regional distinctive geographical and climatic characteristics, the study systematically analyzes environmental challenges arising from resource exploitation in typical ecological zones including the Qinghai-Xizang Plateau, Loess Plateau, YunnanGuizhou-Sichuan-Chongqing region, and Mongolian Plateau, encompassing soil-water contamination, air pollution, and emerging pollutant management. Furthermore, in light of global trends in environmental science and technology, the study delves into the pivotal role of technological innovation in ecological restoration, pollution control, and green transition. An implementation framework for establishing a regional environmental governance technology support system is proposed. The research outcomes aim to provide scientific references for formulating ecological conservation policies and regional development strategies in the Western Ecological Barrier Zone.
