        人才是引领前沿科技突破的核心力量,也是建设世界科技强国的强大动力。基础制度是自主培养科技人才、保障人才科技创新活力得到有效发挥的根本遵循。文章首先探讨了支持科技人才成长和发展的基础制度概念内涵,认为基础制度具有普适性、基础性、关键性、长期性等特征,提出了支持科技人才成长和发展的基础制度框架体系。其次,分析了我国当前科技人才基础制度的现状与问题,提出评价制度是影响科技人才成长与发展的核心要素。最后,给出了优化和完善支持科技人才成长和发展的基础制度的实践路径,以期为我国自主培养科技领军人才以及完善科技人才队伍建设提供有力的制度保障。
英文摘要
        Talents are the core force leading breakthroughs in cutting-edge science and technology and a powerful driving force in building a world power in science and technology. The basic system is the fundamental guideline for independently cultivating scientific and technological talents and guaranteeing that their scientific and technological innovation vitality is effectively brought into play. The article firstly discusses the conceptual connotation of the basic system to support the growth and development of scientific and technological talents, and considers that the basic system has the characteristics of universality, fundamentality, criticality, and long-term nature, and puts forward the framework system of the basic system to support the growth and development of scientific and technological talents. Secondly, the status quo and problems of the current basic system for scientific and technological talents in China are analyzed, and it is proposed that the evaluation system is the core element affecting the growth and development of scientific and technological talents. Finally, it gives a practical path to optimize and improve the basic system to support the growth and development of scientific and technological talents, with a view to provide a strong institutional guarantee for China’s independent cultivation of scientific and technological leaders and improving the construction of scientific and technological talents.
