中国科学院制度建设历史的简略回顾

        中国科学院自1949年成立以来十分重视制度建设，在我国的科技体制和国立科研机构制度建设方面发挥了重要作用；同时，也存在着一些长期遗留下来的问题，需要在新时代的深化改革和制度创新中加以解决。文章以中国科学院章程和中国科学院所属研究所组织管理制度的制订为中心线索，回顾中国科学院制度建设的历史演进，探讨其特点和相关问题。

        Since its establishment in 1949, Chinese Academy of Sciences (CAS) has attached great importance to the construction of institutional system and played an important role in the development of China’s scientific and technological system and national scientific research institutions. At the same time, there are also long-term problems in the academic organization system, the governance of research institutes, the legislation of scientific research institutions, etc. that need to be solved in the new era of deepening reform and system innovation. Taking the establishment of the CAS’s Charter and the Institute’s leadership system as the central clue, this study reviews the historical evolution of the institutional construction of CAS, and discusses its characteristics and related issues.
