中文摘要
科技创新人才对于“一带一路”发展至关重要,中国作为亚洲最大的留学目的国,面对当前人才全球化竞争日趋激烈、主要发达国家纷纷出台政策吸引国际学生和科技创新人才的严峻态势,急需探索解决如何吸引高质量优秀人才来华深造、如何科学高效地培养更多科技创新人才服务“一带一路”发展等重要问题。文章基于“一带一路”共建国家和中国科教发展现状对比、共建国家来华留学情况及关键影响因素调查分析,提出了设立“一带一路”海外人才培养中心、选培海外青年科学家、选拔高层次留学生、开展科创管理高端培训等4条科技创新人才培养关键路径和相关政策建议,以期提升中国高教国际影响并为“一带一路”培养更多高层次人才。
英文摘要
Scientific and technological talents are critical resources to China and the Belt and Road Initiative (BRI). Although China is the most favorable destination country for overseas students in Asia, it is facing increasing global competition for talents, especially from the developed countries that have introduced policies to attract international students and scientific and technological innovation talents, China highly needs to figure out how to attract more high-quality foreign students and talents, and how to cultivate more innovation talents to serve the Belt and Road development. This study first evaluates science and education rankings of the Belt and Road countries and regions and China. It also analyzes data of international students from the Belt and Road countries and regions to China. A survey toward the students of the Belt and Road countries and regions is conducted to understand the factors they consider in choosing oversea study country. Based on the findings, four key approaches for training scientific and technological innovation talents are put forward, including the establishment of the Belt and Road overseas talent training centers, the selection and training of overseas young scientists, the recruitment of selective students, and the implementation of high-end training in science and innovation management. Policy recommendations are put forward as well.
