        “一带一路”国家和地区地质环境复杂,并且受到季风气候控制,极易引发多种自然灾害,危害严重,是阻碍“一带一路”国家和地区绿色发展的重要因素。同时,“一带一路”国家和地区多为发展中国家和地区,防灾减灾能力薄弱,科技与体制机制难以满足“一带一路”倡议实施和跨境综合防灾减灾需求。因此,文章通过科学评估“一带一路”国家和地区的自然灾害防控能力,深入分析“一带一路”灾害风险协同管理国际合作模式,提出“一带一路”防灾减灾国际科技合作建议,倡导创建新型减灾合作机制,启动“一带一路”自然灾害风险与综合减灾国际科技项目,实施“一带一路”减灾国际科研能力合作。“一带一路”自然灾害风险与国际科技合作作为《“一带一路”创新发展》的重要内容之一,将推动我国防灾减灾先进理念、技术与模式走出去,构建多国协调的巨灾风险防控信息共享与减灾联动机制,为重大工程建设和安全运营提供科学支撑,保障国家重大海外投资安全,培养防灾减灾高级专业人才,整体提升自然灾害应对能力,为“一带一路”绿色发展提供科学决策支撑和基础保障。
英文摘要
        The Belt and Road countries and regions have complicated geological environment and controlled by monsoon climate, which is easy to cause a variety of natural disasters and lead to serious harm. The natural disasters have become an important factor hindering the green development to the Belt and Road countries and regions. At the same time, most of the Belt and Road countries and regions are developing countries and regions, with lower capacity for disaster prevention and reduction. It is difficult for science and technology as well as institutional mechanisms to meet the needs of the implementation of the Belt and Road Initiative and comprehensive cross-border disaster prevention and reduction. This study assesses the disaster prevention and control capabilities of the Belt and Road countries and regions and makes an in-depth analysis of the international cooperation model of coordinated management of disaster risk in the region. On this basis, suggestions for scientific and technological cooperation in disaster prevention and reduction along the Belt and Road are put forward. It advocates the creation of a new cooperation mechanism for disaster reduction, launches the Belt and Road international science and technology project on natural hazard and disaster risk and comprehensive disaster risk reduction, and implements international cooperation on scientific research capacity for disaster risk reduction under the Belt and Road Initiative. The Belt and Road Disaster Risk and International Science and Technology Cooperation, as one of the important contents of the Belt and Road Innovative Development, will promote China's concepts, technologies and models of disaster prevention and risk reduction to serve the world, build a multi-country coordinated information sharing and disaster reduction linkage mechanism for catastrophe risk prevention and control, and provide technical support for the construction and safe operation of major projects; ensure the security of the major oversea investments; and train senior professionals in disaster prevention and mitigation for the Belt and Road framework; improve the ability of countries in the region to deal with natural hazards and provide scientific support for the green development of the Belt and Road.
