        随着绿色低碳转型成为全球共识和我国全面建设社会主义现代化国家的内在要求,未来关键金属消费将长期大幅增长,循环利用潜力也将逐渐增大。面对百年变局、新冠肺炎疫情和地缘冲突交织,加大循环利用对关键金属供应安全的保障作用已成为美国、欧盟等西方发达国家和地区在国家安全层面的战略共识。文章通过梳理关键金属循环利用的潜力、挑战和主要发达国家的应对战略,力图为我国关键金属循环利用战略和对策制定提供借鉴,助力实现“双碳”目标和绿色低碳转型。
英文摘要
        As green and low-carbon transition has gained world-wide recognition and become the inherent requirement of fully building a modern socialist China, the consumption of critical metals will increase drastically in the next decades. Meanwhile, this will mean a continually increasing potential of critical metals recycling. Facing changes and pandemic unseen in a century and increasing geopolitical conflicts, it has become a strategic consensus on the national security level for Western countries like the United States and Europe Union to acknowledge and enhance the role of recycling in secure provision of critical metals. Here, in this study, we have discussed the future potentials and major challenges of critical metals recycling and reviewed the strategies proposed by the main industrialized countries. Based on this, we aim to help formulate China's national strategies and countermeasures regarding critical metals recycling and thus contribute to supporting the achievement of China's "dual carbon" ambition and its green and low-carbon transition in the next decades.

刘刚 北京大学长聘教授。主要从事资源安全及产业与城市循环低碳发展研究。现担任国际产业生态学会理事,中国自然资源学会理事及资源流动与管理研究专委会副主任兼秘书长, Journal of Industrial Ecology共同主编及资源环境可持续发展领域 10余本 SCI及中文核心期刊编委。因"对产业生态领域的杰出贡献"获国际产业生态学会 Robert A. Laudise青年科学家奖,因"创造性引领环境可持续发展领域的新方向"获环境领域期刊 Environmental Science & Technology颁发 James J. Morgan青年科学家奖。在 Nature Climate Change、Nature Food、Nature Communications、One Earth、《中国科学院院刊》等国内外期刊发表论文 120余篇。

LIU Gang Professor at Peking University, with a research focus on resource security and industrial and urban sustainability. He is a board member of the International Society for Industrial Ecology and China Society of Natural Resources. He has been awarded the Robert A. Laudise Medal by the International Society for Industrial Ecology and the James J. Morgan Early Career Award by Environmental Science & Technology. He is Co-Editor-in-Chief of Journal of Industrial Ecology and serves as an editorial board member for several other journals in the sustainability field. He has published over 120 articles in journals such as Nature Climate Change, Nature Food, Nature Communications, One Earth, and Bulletin of Chinese Academy of Sciences.
