作为全球关键矿产的重要消费者和我国主要竞争者，美国和欧盟制定了完整系统的关键矿产战略，对我国的资源安全具有深远影响。文章对美国和欧盟关键矿产战略进行了系统分析，指出其遏制中国发展的战略企图，总结了其在编制、实施机制和主要战略措施方面的特点，并基于此提出提高我国关键矿产安全水平的建议，以期对制定我国的关键矿产战略有所帮助。
英文摘要
As the world's major consumers of critical minerals and China's primary competitors, US and the EU have developed comprehensive and systematic critical mineral strategies, which have significant impact on China's resource security. To assist in developing China's critical mineral strategy, by thoroughly examining the critical mineral strategies of US and EU, this study finds their strategic attempts to slow China's development, summarizes their characteristics in the preparation, implementation mechanism, and main strategic measures, and, based on this, proposes suggestions for raising the safety level of China's critical minerals.

李建武 中国地质科学院全球矿产资源战略研究中心副主任、研究员。长期从事矿产资源经济与战略研究,近年主要集中于战略性关键矿产的评价筛选方法和模型、关键矿产安全战略、资源安全评价和海外矿产资源投资战略等领域,较早提出了我国战略性关键矿产清单。

He has been engaged in the economic and strategic research of mineral resources for a long time. In recent years, his study focused on the evaluation and screening methods and models of strategic critical minerals, critical mineral security strategies, minerals resources security assessments, and overseas mineral resources investment strategies. He has originally presented a list of China's strategic critical minerals in advance.
