数字经济增长测算和数据生产要素统计核算问题均是数字化转型背景下，国民经济核算和政府统计领域面临的重要研究课题。文章梳理了国际上关于数字经济的概念、范围和分类，阐述了数字经济增长测算方法，进一步探讨了数据概念、特征与分类以及数据资产的概念和价值测度等问题，并针对数字经济增长测算及数据生产要素统计核算面临的挑战提出了相关建议，以期为推动数字经济增长测算，完善数据生产要素统计核算提供参考。
英文摘要
Research on measurement of digital economy growth and data as a production factor are important research topics under the background of digital transformation. This study firstly combs the concept, scope, and classification of digital economy, and elaborates the calculation method of digital economy growth. Then, it discusses the concept, characteristics, and classification of data, as well as the concept and value measurement of data assets. Furthermore, it puts forward relevant suggestions on the challenges faced by the measurement of digital economy growth and the data as a production factor. This research is expected to provide references for promoting the measurement of digital economy growth and improving the statistics and accounting of data as a production factor.

许宪春 北京大学国家发展研究院特约研究员,兼任中国统计学会副会长,曾任国家统计局副局长、清华大学经济管理学院教授、清华大学中国经济社会数据研究中心主任。长期从事中国政府统计理论研究和实际工作,主持了多项国家社会科学基金重大项目和重点项目,发表了 300多篇论文,出版了多部个人专著。论文和著作多次获奖,其中,"世界银行关于中国 GDP数据的调整及其存在的问题"获第 9届(2000年)孙冶方经济科学论文奖,《中国不变价国内生产总值核算方法研究》获第 11届(2012年)全国统计科学研究优秀成果奖一等奖,《中国政府统计问题研究》获第 8届(2020年)高等学校科学研究优秀成果奖(人文社会科学)一等奖。

XU Xianchun Distinguished Researcher of the National School of Development in Peking University, and Vice President of the China Statistics Association. He is also the former Deputy Commissioner of National Bureau of Statistics, a former Professor in the School of Economics and Management in Tsinghua University, the former Director of China Data Center in Tsinghua University. He has devoted to the theoretical study and practical work of the Chinese government statistics for many years. He has published more than 300 papers and several monographs, and presided over a number of major and key projects of the National Social Science Foundation of China. He has won many awards:Study on the World Bank's Adjustment of China's GDP Data and Its Problems got the 9th Sun Yefang Economic Science Theses Awards (2000), Study on Estimation Methods of China's GDP at Constant Price received the first prize of the 11th National Statistical Research Outstanding Achievements (2012), Research on Chinese Government Statistics received the first prize of the 8th Outstanding Achievement Award (Humanities and Social Sciences) for Scientific Research in Colleges and Universities (2020).
