        近10年来,以“三评”、破“四唯”为代表的科技评价改革文件多、力度大,取得了较好效果,但差距依然巨大。改革效果大体可概括为“表层强,中层半,底层弱”,即:较好地破除了“三评”中的不合理的评价数量、频次、指标等表层问题;在奖励制度、人才计划、项目经费管理等“唯”的本体方面启动了改革,但是改革还在半途;科技评价改革尚未从底层实现引导科研人员追求卓越的价值导向方面的根本好转,“破”之后“立”什么的问题尚有待解决。

        Over the past decade, there have been many scientific and technological evaluation reform documents and great efforts represented by "Three Evaluations" and breaking "Four Only", which have achieved good results but the gap is still huge. This reform has better eliminated the surface problems such as unreasonable evaluation quantity, frequency, and index in the "Three Evaluations". The reform has been initiated in the reward system, talent plan, and project fund management, but is still halfway. The reform of scientific and technological evaluation has not yet achieved a fundamental improvement in the value orientation of guiding scientific researchers to pursue excellence from the bottom, and the problem of new evaluation approach remains to be solved.

徐芳 中国科学院管理创新与评估研究中心副主任,中国科学院科技战略咨询研究院副研究员。主要研究方向为科技管理与评价、科技政策学等,主要负责中国科学院研究所评估工作。近5年以主持人身份完成科学技术部、人力资源和社会保障部、国家自然科学基金委员会、中国科学院委托任务20余项。在Eq、《科研管理》等国内外高水平期刊发表论文40余篇。

XU Fang Deputy Director of Evaluation Center of Chinese Academy of Sciences,Associate Professor of Institutes of Science and Development,Chinese Academy of Sciences (CAS).Her main research interests are S&T management and evaluation,S&T policy,etc.,and she is mainly responsible for the institute evaluation of Chinese Academy of Sciences.In the past five years,Dr.Xu has completed more than 20 tasks entrusted by the Ministry of Science and Technology (MOST),Ministry of Finance (MOF),National Natural Science Foundation of China (NSFC),CAS,and so on.She has published more than 40 papers in European Journal of Operational Research,Omega,Science Research Management and other high-level journals.

李晓轩 中国科学院管理创新与评估研究中心主任,中国科学院科技战略咨询研究院研究员、博士生导师。中央统战部党外人士建言献策专家组成员,北京市政协委员。主要研究领域为科研管理,涉及科技评价、科技人力资源管理、科研经费管理等研究方向。长期从事政府科技管理与政策方面的决策支撑研究工作,近年来主要承担来自中国科学院、国家发展和改革委员会、财政部、科学技术部、国家自然科学基金委员会等重要科研课题。撰写了大量研究报告和研究论文。

LI Xiaoxuan Director of the Evaluation Center of Chinese Academy of Sciences (CAS),Professor and Doctoral Supervisor of Institutes of Science and Development,CAS.Member of the expert group of non-party people for policy suggestions,the United Front Work Department of the CPC Central Committee,and Member of Beijing Committee of the Chinese People's Political Consultative Conference.His research focuses on scientific research management,including research evaluation,human resource management,and research funding management.In recent years,he has mainly undertaken important scientific research projects from CAS,the National Development and Reform Commission,the Ministry of Finance,the Ministry of Science and Technology,National Natural Science Foundation of China,and so on.He has published many papers in domestic and international journals in management innovation and evaluation area.
